Attached you will find details regarding the major event including restoration resources, number of customers off supply, total customer minutes lost, as well as SAIDI, and SAIFI figures. Rocky Mountain Power will exclude outage information for this event from its network performance reporting and from customer guarantee failure payments. The reliability coordinator and the company evaluated a variety of scenarios and determined that the maintenance would be scheduled, but if certain parameters occurred, might result in load shedding operations to maintain the reliability and integrity of the bulk power system. On December 4, 2013, in the early hours of the morning, the company and the reliability coordinator determined that conditions were moving in such a way that load shedding may be required. Then, as temperatures continued to fall, moming loads began to build, and local wind generation resources abated, it was determined that load shedding actions would be necessary to maintain the integrity of the bulk power system. Those actions were invoked. Rocky Mountain Power requests the designation of this event and the consequences thereof be classified as a major event and excluded from its reliability performance results as it exceeded the Company's 2013 major event threshold of 1,1 l4,l4g customer minutes lost in a24-hotx periodl. Idaho SAIDI Minutes Excluded 262.8 Sustained Customers Off 61,666 Customer Minutes Lost 19,959,188 Sustained Intemrptions 130 Through the morning and into the afternoon, load was restored as conditions allowed. Actions taken to enable load restoration included increasing local hydro generation, transfer of customer load to other transmission providers and reconfiguration of the transmission system in the area. The company notified IPUC staff throughout the day with each stage of restoration.
