Dear: Ms. Jewell
Rocky Mountain Power is requesting designation of the April 29, 2013 outage and the
consequences thereof to be classified as a major event and excluded from its performance results
due to the day's performance, which exceeded the Company's major event threshold of
l,ll4,l49 customer minutes lost in a24-hottr period.
Attached you will find details regarding the major event including restoration resources, number
of customers offsupply, total customer minutes lost, as well as SAIDI, and SAIFI figures.
Rocky Mountain Power will exclude outage information for this event from its network
performance reporting and from customer guarantee failure payments.

Event Description: On April 29,2013, strong winds caused damage to Rocky Mountain Power's
facilities resulting in significant outages to its customers in Idaho due to poles and conductor
falling, airborne objects blown into facilities, pole fires, and high winds whipping lines into other
lines or vegetation. In addition, a circuit breaker at Goshen substation failed catastrophically,
accounting for about a third of the total event customer minutes lost.
Twenty-six substations and 42 circuits experienced sustained intemrptions, affecting 4l%o of the
Company's Shelley customers (16% of its Idaho customers). Facilities replacement included one
distribution pole and 6 crossarms.
Rocky Mountain Power requests the designation of this event and the consequences thereof be
classified as a major event and excluded from its reliability performance results as it exceeded the
Company's 2013 major event threshold of 1,1 14,149 customer minutes lost in a24-hotx periodl.

Restoration:
Crews worked multiple locations replacing cross arms, repairing jumpers, replacing poles, and
repairing a failed breaker in a substation. The failed breaker spewed oil and debris over the power
