Event Description: On January 14, 2013, a loss of supply event occurred to a transmission line
between Ricks Junction and St. Anthony; this was due to a broken conductor, and resulted in loss of
power to Rocky Mountain Power ("Company") customers served by Moody, Canyon Creek,
Newdale, St. Anthony, Ashton, Targhee, Sugar City, and Rexburg substations. Twenty-eight
circuits experienced sustained interruptions, affecting 47% of the Company's Rexburg customers
(20% of its Idaho customers).
Rocky Mountain Power is requesting the designation of this event and the consequences thereof to
be classified as a major event and excluded from its performance results due to the day's
performance, which exceeded the Company's 2013 major event threshold of 1,114,149 customer
minutes lost in a 24-hour period'.

Restoration:
Among the affected customers were some of the Company's troublemen, who immediately
responded and patrolled the line. Broken conductor was discovered, which transmission crews
repaired and power was step-restored to minimize cold load pickup issues. Most of the affected
customers were restored within about four hours.
'In docket PAC-E-04-07, the company and commission agreed that determination of major events will be made by
applying IEEE Standard 1366-2003, wherein a statistical outlier for these extreme events is based on state daily SAIDI
thresholds; the 2013 calculated Idaho SAIDI is 14.67 minutes, which equates to a threshold of 1,114, 149customer
minutes interrupted in a 24 hour period.
