HomeMy WebLinkAbout19951106_1.docx MINUTES OF DECISION MEETING November 6, 1995 - 10:30 a.m. In attendance at this time were:  Commissioners Ralph Nelson, Marsha H. Smith and Dennis Hansen.  Also in attendance were staff members Don Howell, Scott Woodbury, Susan Hamlin, Weldon Stutzman, Tonya Clark, Ron Law, Keith Hessing, Joe Cusick, Dave Schunke, Stephanie Miller, Rose Schulte, Judy Stokes, Terri Carlock, Eileen Benner, Bev Barker and Myrna Walters; and Jeanette Bowman of Idaho Power company and John McFadden, Attorney at Law. Commission President Ralph Nelson called the meeting to order. Matters from the November 6, 1995 Agenda were discussed and acted upon as follows. 1.  Regulated Carrier Division Agenda dated November 6, 1995. Commissioner Hansen made a motion to approve the RCD agenda, Commissioner Smith seconded the motion and Commissioner Nelson concurred. 2.  Scott Woodbury's October 23, 1995 Decision Memorandum re:  Case No. IPC-E-95-14  Joint Application of Idaho Power and Micron for approval of an Agreement for Electric Service to Micron and a related Amended Schedule 26. Commissioner Smith said she would move approval of the item.  Commissioner Hansen seconded the motion; Commissioner Nelson concurred. 3.  Scott Woodbury’s October 24, 1995 Decision Memorandum re:  Case No. UWI-W-95-2  (United Water Idaho, Inc.)  Certificate of Amendment  Exchange of Service Areas w/Garden City. Was a proposed scheduling matter.  Commissioner Smith who is the Case Chairman said the proposed dates wouldn’t work for her.  Scott will check dates with her and put those in the notice. 4.  Scott Woodbury‘s October 24, 1995 Decision Memorandum re:  Case No. WWP-G-95-1  (Washington Water Power Company) WWP 1995 Natural Gas Integrated Resource Plan. Scott Woodbury said staff is proposing noticing up the filing on modified procedure and waiting for comments on it.  Dave Schunke is working on it.   Dave Schunke said he and Wayne Hart have looked it over and would recommend accepted for filing as is.  Would wait for Washington and Oregon comments.  There have been some minor changes.  Staff has completed its review and are satisfied. Commissioner Nelson asked what modified notice would do? Scott Woodbury said it would provide interested parties with notice that it has been modified. Approved staff recommendation. 5.  Weldon Stutzman’s October 25, 1995 Decision Memorandum re:  Case No. USW-S-95-7  Investigation of U S West Communications’ Service in the North Shoshone Area. After brief discussion, Commissioner Smith suggested using some of Mr. Brookbank’s comments in the order.  Case will be dismissed. 6.  Weldon Stutzman’s October 30, 1995 Decision Memorandum re:  Case No. CAM-T-95-1  Rate Increase to Meet Universal Service Fund Requirements. Commissioner Hansen asked if we knew the notices were mailed to the customers: Do not have such proof. Was recommended the effective date be changed to December 1, to accommodate proper notification and chance for comment. Commissioner Smith asked if we had a copy of the bill stuffer? Commissioner Nelson suggested holding this until the next decision meeting.  See what kind of response we get. 7.  Marge Maxwell’s October 30, 1995 Decision Memorandum re:  Tariff Advice 95-01; Capitol Water Company’s Request to Increase Amount Collected to Recover DEQ’s 1995-96 Assessment to Fund Its Public Drinking Water Program. Commissioner Smith made a motion to approve the filing, effective on one day’s notice 0 November 7.  Other commissioners concurred. 8.  Rose Schulte’s October 30, 1995 Decision Memorandum re:  Request for Variance of Hayden Pines Water Company’s Tariff. Commissioner Nelson asked what the company’s response was? Rose Schulte said Mr. Ford will do whatever the Commission says. Commissioner Smith asked why we should refund it? Rose Schulte explained.  Mr. McKim has stalled for 6 months. Said her feelings are if they are going to built a garage it would be okay but there are two services. Commissioner Nelson said he thought Rose’s suggestion is very gracious.  Suggested April 1. Commissioner Smith suggested January 1. Commissioner Hansen said he thought Mr. Kim should pay the $500 fee, period.  Looks like he is playing games. Commissioner Nelson said this is just an illegal hook-up. Commissioner Smith said:  pay the hook-up fee and if they are not out by x date, pay the meter fee also.  No refund.  (Pay the fee without refund). (Commissioner Smith’s proposal is he pay the $500 nonrefundable.  IF the mobile home isn’t gone by a certain time, pay the $500 meter fee, also. May 1 for the meter fee. 9.  Bob Smith’s November 2, 1995 Decision Memorandum re:  Case No. GNR-W-95-1  Application of Bitterroot Water Co. for Certificate of Public Convenience & Necessity. Commissioner Nelson said he thought the memo looked pretty good.  Hope Bob Smith can bring back the proper documents to make recommendations.  Asked what date would be set in the modified procedure? Commissioner Smith said if we don’t have proposed rates we don’t have to suspend. **Hold.  Company wants a certificate, isn’t concerned about the rates.  All the notice would be concerned with is the certificate.  Go with that. 10.  Terri Carlock’s November 3, 1995 Decision Memorandum re:  Annual Determination of the Interest Rates on Deposits Collected from Customers for the Calendar Year 1996.
