RE: Rocky Mounta Power Major Event Report
Rocky Mounta Power is claimng major event exclusion for the loss of transmission outages
that afected Rocky Mountain Power's Idao service terrtory on September 23,2010.
The basis for excludig the event from the company's pedormance results is the number of
customer miutes lost exceeds the company's Idaho theshold for customer minutes lost durg a
24-hour period. Atthed you will fid detals regarding the major event including costs
incured, restoration resoures, number of customer off supply, tota customer miutes lost, and
SAID I, SAII, MAI figues.
Rocky Mountan Power will exclude outage information for ths event from its network
pedormance reporting and from customer guantee failure payments.

Event Description: On September 23, 2010, a connection on one phase of a gang-operated
aibreak on the 69kV bus at the company's Ovid substation failed due to normal deterioration. The
failed switch resulted in loss of supply to 8 distrbution ciruits serving the Montpelier area.
Sustaed interrptions afected 56% of the company's Montpelier customers (9% of its Idaho
customers).
Rocky Mounta Power is requesting the designtion of ths event and the consequences thereof to
be classified as a major event and excluded from its pedormance results due to the day's
pedormance, which exceeded the Company's major event theshold of 1,226,654 customer miutes
lost in a 24-hour period i .

Restoration:
Substation personnel were dispatched to Ovid substation afer reports of arcing, where they
discovered the burt equipment. Unfortately, supply restoration thoug switchig operations
was not an option because the normal alternte source, Naughton substation, wa unvailable at the
tie due to constrction activity there. Consquently, all customers remaied off supply until a
jumper could be instaled at Ovid substation.

and commssion agreed that determation of major events wil be made by
applying IEEE Stadad 1366-2003, wherein a statistical outlier for these exteme events is based on state daily SAII
thesholds; the 2010 calèulated Idao SAII is 16.74 miutes, which equates to a threshold of 1,226,654 customer
minutes interrpted in a 24 hour period.
