Rocky Mounta Power is claimig major event exclusion for the loss of trmission outages that afected Rocky Mountain Power's Idao service terrtory on July 14,2010. The basis for excluding the event from the company's performance results is the number of customer miutes lost exceeds the company's Idao theshold for customer miutes lost durg a 24-hour period. Atthed you will find detas regarding the major event includg costs incured, restoration resources, number of customers off supply, tota customer miutes lost, and SAIDI, SAIFI, MAIFI figues. Rocky Mountain Power will exclude outage information for ths event from its network performance reporting and from customer guantee failure payments. The failed wie resulted in an outage to the transmission line afecting 6,679 customers. A majority of the restoration was accomplished though switchig substations to alternative feeds until the downed line could be repaid. Sustaned interrptions afected 22% of the company's Rexburg customers. Rocky Mounta Power is requesting the designation of ths event and the consequences thereof to be classified as a major event and excluded from its performance results due to the day's performance which exceeded the Company's major event theshold of 1,226,654 customer minutes lost in a 24-hour period 1. Idaho SAIDI Minutes Excluded 20.77 Sustained Customers Off 16,679 Customer Minutes Lost 1,522,069 Sustaned Interrptions 145 Resources Utiized: Local crewmembers Troubleman Assessors 6 2 Restoration: Durg patrol, personnel discovered the failed transmission line located in far fields of grai and potatoes that were being watered at the time. The ground conditions hapered the crews' access to the line. An attempt to switch Sugar City load tQ an alternte source resulted in thermal overload withn 10 miutes, tag out thre additiona substtions. Consultation between dispatch, general foreman and area engineers determned that Sugar City could be safely fed from the Rexburg feed instead. The St. Anthony feed was tied in a loop with the Rexburg feed, restorig all substations and circuits.
