RE: Rocky Mountain Power Major Event Report
Rocky Mountan Power is claimig major event exclusion for the weather-related outages tht
affected Rocky Mountain Power's Idaho service terrtory on April 27, 2010. "
The basis for excluding the event from the company's performance results is the extent of the
damages and the number of customer minutes lost exceeds the company's Idao theshold for
customer minutes lost durng a 24-hour period. Attched you will find detals regarding the
major event including costs incured, restoration resources, number of customers off supply, tota
customer minutes lost, and SAIDI, SAIFI, MAIFI figues.
Rocky Mountain Power will exclude outage information for ths event from its network
performance reporting and from customer gurantee failure payments.
If you require fuher information regarding this report, please contact Joshua Jones, Reliabilty
Engineer, at (801) 220-4212.
Sincerely,~LMf/~

Event Description: On April 27, 2010, high wids and light rain in southeastern Idaho caused
considerable damage to Rocky Mountain Power facilities resulting in loss of power to about 5,000
customers. Maximum sustained winds of 37mph and peak gusts of 52mph were recorded. The
most significant damage to facilities was a result of downed distribution poles from the wind and
structual pole damage from pole fies. Strong wind also caused multiple non-preventable tree
related interrptions. Facilties replacements included 68 distrbution poles, 2 transmission poles,
76 crossars, 20 cutouts and 11 transformers. Sustained interrptions affected 27% of the
company's Montpelier customers and 18% of its customers in Preston. Furer nort, the
company's Rexburg and Shelley customers were impacted to a lesser extent.
Rocky Mountain Power is requesting the designation of ths storm and the consequences thereof to
be classified as a major event and excluded from its performance results because it exceeded the
design limits of the system and it exceeded the Company's major event theshold for customer
minutes lost in a 24-hour period1.

Restoration:
Due to the natue of the damage the system experienced, restoration times were more prolonged; in
general, restoration which requires facility reconstruction results in longer outage durations. Durng
the event the company had adequate resources and material to handle the outage restoration. About
half of the affected customers (58%) were restored with three hours; the longest duration outage
1 In docket PAC-E-04-07, the company and commission agreed that determination of major events wil be made by
applying ffEE Stadad 1366-2003, wherein a statistical outlier for these extreme events is baed on state daily SAIDI
thesholds; the 2010 calculated Idao SAIDI is 16.74 miutes, which equates to a threshold of 1,226,654 customer
minutes interrpted in a 24 hour period.

was just less than 15 hours, affecting 140 customers. Tap lines with pump bans and other non-
critical agrcultue needs were restored later.
