" The basis for excluding the event from the company's performance results is the extent of the damages and the number of customer minutes lost exceeds the company's Idao theshold for customer minutes lost durng a 24-hour period. Attched you will find detals regarding the major event including costs incured, restoration resources, number of customers off supply, tota customer minutes lost, and SAIDI, SAIFI, MAIFI figues. Rocky Mountain Power will exclude outage information for ths event from its network performance reporting and from customer gurantee failure payments. Maximum sustained winds of 37mph and peak gusts of 52mph were recorded. The most significant damage to facilities was a result of downed distribution poles from the wind and structual pole damage from pole fies. Strong wind also caused multiple non-preventable tree related interrptions. Facilties replacements included 68 distrbution poles, 2 transmission poles, 76 crossars, 20 cutouts and 11 transformers. Sustained interrptions affected 27% of the company's Montpelier customers and 18% of its customers in Preston. Furer nort, the company's Rexburg and Shelley customers were impacted to a lesser extent. Rocky Mountain Power is requesting the designation of ths storm and the consequences thereof to be classified as a major event and excluded from its performance results because it exceeded the design limits of the system and it exceeded the Company's major event theshold for customer minutes lost in a 24-hour period1. Durng the event the company had adequate resources and material to handle the outage restoration.
