RE: Rocky Mountain Power Major Event Report
Rocky Mounta Power is claimig major event exclusion for the weather-related outages that
affected Rocky Mountain Power's Idaho service terrtory on December 17, 2009 and agai on
Januar 4, 2010.
The basis for excluding the event from the company's penormance results is the extent of the
damages and the number of customer minutes lost exceeds the company's Idaho theshold for
customer minutes lost during a 24-hour period. Attched you will fid details regarding the
major event including costs incured, restoration resources, number of customers off supply, total
customer minutes lost, and SAII, SAIFI, MAIFI figures.
Rocky Mountan Power will exclude outage information for this event from its network
penormance reporting and from customer guantee failure payments.

Event Description: On December 17,2009, fog and rain caused a glass insulator to flash-over on
the Rexburg 69kv line on a YS constrction. When it faulted, it trpped back to the Rigby
substation and damaged glass insulators on the disconnects, which resulted in an outage to the
substation. In total, 87% of Rexburg customers experienced sustaned interrptions (40% of the
company's Idaho customers).
Rocky Mountan Power is requesting the designation of ths storm and the consequences thereof to
be classified as a major event and excluded from its performance results because it exceeded the
design limits of the system and it exceeded the Company's major event theshold for customer
minutes lost in a 24-hour period i .

Restoration:
Troubleshooters patrolled all the lines but could not pinpoint the faulted location. After isolating
the 69kV breaker, all the circuits in Rigby substation were methodically energized with the help of
dispatch personnel, followed by energizing Rexburg substation circuits, which presented some cold
load pickup issues. With a report of a flash on the 69kv line feeding north out of Rigby substation,
crews found some broken glass. The line at ths time had been energized and was holdig; crews
paralleled the line, took it out of service and changed out the old glass and YS constrction.
i In docket PAC-E-04-07, the company and commission agreed tht determation of major events wil be made by
applyig IEEE Stadard 1366-2003, wherein a statistical outlier for these exteme events is based on state daily SAII
thesholds; the 2009 calculated Idao SAII is 18.19 miutes, which equates to a theshold of 1,304,884 customer
minutes interrpted in a 24 hour period.

In total, 83 percent of the customer interrptions were restored withn 3 hours; 100% of customer
interrptions were restored withn twenty-four hours.

Event Description: On Januar 4,2010, a broken insulator on the center disconnect on the bus in
Rigby substation caused extensive outages when the conductor contacted the steel and cleared all
69kV lines feeding Rexburg area substations. It is unown specifically what caused the insulator
failure; however, local operations personnel suspect mechancal damage due to freeze-thaw
conditions. In tota, 84% of Rexburg customers experienced sustained interrptions (38% of the
company's Idaho customers).
