Washington Boise, ID 83702 RE: Rocky Mountain Power Major Event Report Dear Ms. Jewell: Rocky Mountan Power is claiming major event exclusion for the weather-related outages that affected Rocky Mountai Power's Idao service terrtory on May 12,2009. The basis for excluding the event from the company's performance results is the extent of the damages and the number of customer minutes lost exceeds the company's Idao thshold for customer miutes lost durg a 24-hour period. Atthed you will find detals regarding the major event including costs incured, restoration resources, number of customers off supply, total customer minutes lost, and SAIDI, SAIFI, MAIFI figues. Rocky Mountan Power will exclude outae information for this event from its network performance reporting and from customer guatee failure payments. With 48 mph sustaned winds and 64 mph gusts, broken poles and wire down were the primar causes of sustaned interrption. Seventy-two circuits (3 sub-transmission, 69 distrbution) experienced sustaned interrptions affecting 12% of the company's Idao customers (21% of Rexburg customers). Facilities damage included replacement of 14 distrbution poles, 16 transmission poles, 10 trsformers, 45 crossars, 700 line feet of new conductor; approximately 26,000 line feet of downed conductor needed to be restrg. Rocky Mounta Power is requesting the designation of this storm and the consequences thereof to be classified as a major event and excluded from its performance results because it exceeded the design limits of the system and it exceeded the Company's major event theshold for customer minutes lost in a 24-hour period 1. Idaho SAIDI Minutes Excluded Customer Minutes Lost 24.83 1,780,723 Sustained Customers Off Sustained Interrptions 8,627 114 Resources Utiized: Troublemanassessors 12 Internal (in-house) crewmembers 18 Internal (import) crewmembers 13 Vegetation crewmembers 5 Restoration: In Rexburg, sixteen broken transmission poles interrpted supply from Sunydell substation to Webster substation; nine distrbution poles broke, and a ban of transformers (certified non-PCB) fell into the Snake River. Additional company crews were borrowed from nearby operating areas for assistace. 1 In docket PAC-E-04-07, the company and commission agreed that detennination of major events will be mae by applyig IEEE Stadad 1366-2003, wherein a statistical outlier for these exteme events is based on state daily SAlOl thesholds; the 2009 calculated Idao SAIDI is 18.19 minutes, which equates to a theshold of 1,304,884 customer miutes interrted in a 24 hour period. - 1 - In Shelley, four poles blew over and foureen spans of wire were down in varous locations due to fallng trees and conductor slapping together. In a coincident event in Preston, a loss of trsmission occured when a member of the public maneuvering an irrgation pipe accidentally made contat with the Franin-Preston 46kV line. In total, 50 percent of the customer interrptions were restored within 3 hours; 100% of customer interrptions were restored withn twenty-four hours.
