The basis for excluding the event from the company's performance results is the extent of the daages and the number of customer minutes lost exceeds the company's Idao theshold for customer minutes lost durg a 24-hour period. Attched you will find details regarding the major event including costs incured, restoration resources, number of customers off supply, tota customer minutes lost, and SAIDI, SAIFI, MAFI figures. Rocky Mountain Power will exclude outae information for ths event from its network performance reporting and from customer guantee failure payments. Wire down and blown fuses were the priar causes of sustained interrption. In Shelley, a fault just four spans outside the substation càused two power fues to blow when the circuit breaker for Shelley # 13 failed to operate; the close-in natue of the fault was not detectable by the circuit breaker and relay, and resulted in cascading to the next level of equipment protection. In Rexburg, snow and wind caused lines to ice up and/or gallop, resulting in loss of transmission. In all, fort-four circuits (2 transmission, 42 distribution) experienced sustained interrptions affecting 15% of the company's Idaho customers (21 % of Rexburg and 17% of Shelley customers). Facilties daage resulted in replacement of approximately 60 line feet of conductor and numerous fues. The troubleman found the line down four spans outside the substation and a crew was called to make i In docket PAC-E-04-07, the company and commission agreed that determation of major events wil be made by applying IEEE Stadad 1366-2003, wherein a statistical outler for these exteme events is based on state daily SAIDI thesholds; in 2008 the calculated Idao SAIDI is 18.72 minutes, which equates to a theshold of a 24 hour period in excess of 1,323,226 customer minutes interrpted within the state. - 1 - repairs to the Shelley 13 circuit. The power transformer was verified to be in proper condition and power was restored to the affected circuits. In Rexburg, some customers experienced multiple outages due to galloping lines; at certn times the wind direction and frequency is substatially equivalent to the natual frequency of the conductors and results in unusua conductor movement that can cause the phases to contact each other and initiate a fault. Crews were dispatched to conduct line patrols on afected circuits prior to closing circuit breakers and customers were restored as soon as possible. Seventy-five percent of the interrptions were restored within 3 hours; all customers were restored with twenty-four hours.
