RE: Rocky Mountan Power Major Event Report
Rocky Mounta Power is claiming major event exclusion for the weather-related outages that
affected Rocky Mountain Power's Idaho service terrtory on December 13, 2008.
The basis for excluding the event from the company's performance results is the extent of the
daages and the number of customer minutes lost exceeds the company's Idao theshold for
customer minutes lost durg a 24-hour period. Attched you will find details regarding the
major event including costs incured, restoration resources, number of customers off supply, tota
customer minutes lost, and SAIDI, SAIFI, MAFI figures.
Rocky Mountain Power will exclude outae information for ths event from its network
performance reporting and from customer guantee failure payments.

Event Description: On December 13, 2008, a winter storm of wind and snow resulted in loss of
supply to customers served with Rocky Mountain Power's Idaho servce terrtory (particularly its
Shelley and Rexburg operating areas). Wire down and blown fuses were the priar causes of
sustained interrption. In Shelley, a fault just four spans outside the substation càused two power
fues to blow when the circuit breaker for Shelley # 13 failed to operate; the close-in natue of the
fault was not detectable by the circuit breaker and relay, and resulted in cascading to the next level
of equipment protection. In Rexburg, snow and wind caused lines to ice up and/or gallop, resulting
in loss of transmission. In all, fort-four circuits (2 transmission, 42 distribution) experienced
sustained interrptions affecting 15% of the company's Idaho customers (21 % of Rexburg and 17%
of Shelley customers). Facilties daage resulted in replacement of approximately 60 line feet of
conductor and numerous fues.
Rocky Mountan Power is requesting the designation of ths storm and the consequences thereof to
be classified as a major event and excluded from its performance results because it exceeded the
design limts of the system and it exceeded the Company's major event threshold for customer
minutes lost in a 24-hour period1.

Restoration Issues: In Shelley, a troubleman responded at the substation and notified plant
personnel that a test would be required to verify the integrty of the power transformer. The
troubleman found the line down four spans outside the substation and a crew was called to make

repairs to the Shelley 13 circuit. The power transformer was verified to be in proper condition and
power was restored to the affected circuits. In Rexburg, some customers experienced multiple
outages due to galloping lines; at certn times the wind direction and frequency is substatially
equivalent to the natual frequency of the conductors and results in unusua conductor movement
that can cause the phases to contact each other and initiate a fault. Crews were dispatched to
conduct line patrols on afected circuits prior to closing circuit breakers and customers were
restored as soon as possible. Seventy-five percent of the interrptions were restored within 3 hours;
all customers were restored with twenty-four hours.
