The basis for excluding the event from the company s performance results is the extent of the damages and the number of customer minutes lost exceeds the company s Idaho threshold for customer minutes lost during a 24-hour period. Attached you will find details regarding the major event including costs incurred, restoration resources, number of customers off supply, total customer minutes lost, and SAID I, SAIFI, MAIFI figures. Rocky Mountain Power will exclude outage information for this event from its network performance reporting and from customer guarantee failure payments. With leaves still on trees, heavy snow caused limbs to break and branches to sag, making contact with distribution lines. Numerous overhead services were tom down, pulling masts off customers' homes. Wire down and blown fuses were the primary causes of sustained interruption. In all, 43 distribution circuits experienced sustained interruptions affecting 16% of the Company s Idaho customers (19% of Rexburg and 23% of Shelley customers). Facilities damage included replacement of 4 poles, 4 transformers, 15 crossarms, approximately 2500 line feet of conductor and hundreds of fuses. Rocky Mountain Power is requesting the designation of this storm and the consequences thereof to be classified as a major event and excluded from its performance results because it exceeded the design limits of the system and it exceeded the Company s PUC-approved threshold for customer minutes lost in a 24-hour period. Local staff that happened to be on vacation during the event came in to assist restoration. Tree crews were brought in to help clear lines of limbs and to trim branches that may break under the weight of heavy snow. Restoration crews patrolled lines, sectionalized where locations permitted and restored power as - 1 - quickly as possible. Some customers remained out of service until private repairs were made to damaged meterbases and masts prior to reconnection. Almost half the interruptions were restored within 3 hours; however, three customers remained out for about 26 hours.
