the residents thereof, and to exeroise the rights and privilege. that have

successors and aseigns, by the County ot B1ngh8l1, Idaho, and by the Village
of Firth wi thin s.id county, sub ject , however , to the rules, orders and
control of the Oommission as to service and facilities.

findings and order of this Commission in the above entitled matter made and
