MINUTES OF DECISION MEETING
August 31, 1995 - 1:30 p.m.
In attendance at this time were Commissioners Ralph Nelson, Marsha H. Smith and Dennis Hansen and staff members Scott Woodbury, Gary Richardson, Marge Maxwell, Ron Law, Stephanie Miller, Bev Barker, Dave Schunke and Myrna Walters.
Commissioner Nelson called the meeting to order.
Items from the August 31, 1995 Decision Meeting Agenda were discussed and acted upon as follows.
1.  Regulated Carrier Division Agenda dated August 31, 1995.
Commissioner Hansen moved approval of the item.  Commissioner Smith seconded the motion.  Motion carried.
2.  Ron Law's August 29, 1995 Decision Memorandum re:  IJRLLB Complaint against UP concerning Union Pacific Railroad Company Agency Service Suspension in Montpelier, Idaho.
Matter will be handled informally.
3.  Scott Woodbury's August 28, 1995 Decision Memorandum re:  Case No. WWP-E-95-4  $2,258,000 PCA Surcharge.
Commissioner Smith moved approval of the PCA surcharge, effective September 1.  
Commissioner Hansen asked about the "trigger" timing.
Commissioner Nelson explained the mechanism.
Commissioner Hansen seconded - application be approved.
4.  Beverly Barker's August 29, 1995 Decision Memorandum re:  Idaho Power Tariff Advice No. 95-05 Revision to Schedule 95 to Reflect New Franchise Fees.
Commissioner Smith moved "acceptance" of the filing.  Did not want the tariff sheet stamped - approved, only accepted for filing.
Other commissioners concurred in this decision.
5. Marge Maxwell's August 29, 1995 Decision Memorandum re:  Morning View Water Co. Inc., 1994-95 Tariff to Recover DEQ's Assessment to Fund its Public Drinking Water Program.
Commissioner Smith moved approval, other two commissioners concurred.  Will be effective on one days notice.
Meeting adjourned.
