HomeMy WebLinkAbout19950605.docx MINUTES OF DECISION MEETING June 1, 1995 - 1:30 p.m. In attendance at this time were Commissioners Ralph Nelson, Marsha H. Smith and Dennis S. Hansen.  Also in attendance were Don Howell, Weldon Stutzman, Scott Woodbury, Tonya Clark, Gary Richardson, Belinda Anderson, Jim Long, Eileen Benner, Joe Cusick, Birdelle Brown, Stephanie Miller, Treva Pline, Tonya Clark and Myrna Walters.  Also in attendance was Ron Lightfoot of U S West. Commissioner Nelson called the meeting to order. Items from the June 1, 1995 Agenda were discussed and acted upon as follows. 1.  Jim Long's May 25, 1995 Decision Memorandum re:  GTE Northwest Incorporated Advice No. 95-04  Introduces ANI and ALI Options for Private Switch Providers for their DID Stations.  This Advice also revised Alternate Network Routing Service. Commissioner Smith moved approval of the item.  Other commissioners concurred. 2.  Birdelle Brown's May 30, 1995 Decision Memorandum re:  U S West Advice 95-05-N To Implement EAS from Lewiston and Lapwai to Lenore. Birdelle reported that she had checked on this.  By the end of the day it will be up and running completely.   Commissioners approved filing. 3.  Birdelle Brown's May 30, 1995 Decision Memorandum re:  U S West Advice 95-01-N to Introduce Frame Relay in Northern Idaho as a New Service Under !enterprise Services. Approved. 4.  Belinda Anderson's May 30, 1995 Decision Memorandum re:  U S West North's Tariffs No. 95-03-N and No. 95-04-N filed May 2, 1995 to be effective June 2, 1995 that revise the existing termination liability terms to contracts. Approved. 5.  Weldon Stutzman's May 30, 1995 Decision Memorandum re:  Case No. USW-S-94-4, et al.  Petition by Citizens Telecom to Intervene. Commissioner Smith said she believed the Commission should uphold the long-standing position that interventions be liberally granted if they do not expand the issues.  Don't think the Citizens petition will either expand or delay the issues.  They do have a direct and substantial interest - would grant the petition. Commissioner Nelson said if the company feels they are being burdened by requests from Citizens, let us know. Granted intervention. 6.  Intermountain Gas Company Case No. INT-G-95-3  Purchased gas cost adjustment (Decrease). Scott Woodbury said he has changed the case caption - application said company wanted to suspend LV-1, they indicate they would rather eliminate it.  Added that to the caption also. Commissioners approved putting it out on modified procedure to allow the company to respond to staff's caption change and for staff to comment to the application. 7.  Brad Purdy's May 30, 1995 Decision Memorandum re:  Case No. GNR-W-94-1  Goldan, Inc. (water system). Brad Purdy commented that staff hasn't heard from these folks since February.  They have indicated they don't want to be a water company.  Latest word is they still haven't done anything.  They don't return phone calls. His advice is to issue order compelling response.  Can also put sanctions in the order.  Motion to Compel was filed by staff on May 30.  They do have 7 days to respond.  Can act on it tentatively.  If we get a response it is negated. Commissioner Smith said we shouldn't act in advance of the time to respond.  Because we are not going to have a decision meeting until June 19 is not their fault. **Will hold this until the next decision meeting. Additional Item - Joint Motion of Staff and U S West for Extension of Time to File Revenue Sharing Plan - Extension until June 12. Commissioner Nelson asked if there was reason to believe they could come in with a joint plan by June 12? Don Howell said if we are unable to file jointly, staff will file individually. Motion was approved for extension of time. Commissioner Smith asked about the wording in the notice in the IPC-E-95-5 case - prehearing for the purpose of scheduling it for hearing - would hope it would also include revenue allocation and all classes should share equally in revenue allocation. Parties may discuss issues and may even discuss settling some of the issues at the prehearing conference.  Standard language to cover this does have the sentence about discussion on issues and settling.  Think it would be wise to put it in the paragraph setting date and time for prehearing.   If we anticipate giving Idaho Power Company an answer before August 1, should discuss allocation at the prehearing conference.
