Dear Party:

Enclosed is the long awaited proposal of the Commission Staff for constructing an IRP-based
methodology for establishing avoided cost rates for projects larger than 1 MW.

At our last meeting, I do not recall discussing any timetable for reviewing and discussing this
proposal. I propose, therefore, that after reviewing Staff s proposal, the parties submit written
comments to all other parties on or before December 11, 1995. I further propose that we conduct a
second settlement negotiation at the Commission offices on Monday, December 18, 1995. If any
party has any serious objections or problems with this proposed timetable, please let me know as
soon as possible so that other arrangements can be made, if possible.
