RE: Case No. IPC-E-95-9; Settlement Stipulation

Dear Party:

Enclosed is Staff s proposed methodology for establishing avoided cost rates for qualifying facilities larger
than 1 MW. The proposal has been revised to reflect all of the modifications suggested and agreed to by
the parties at the most recent workshop conducted on March 20, 1996. It is my hope that this proposal
satisfies all of the concerns expressed by the parties at the workshop. Assuming that it does, I propose
that all parties execute a stipulation which simply agrees to the methodology, as set forth in Staff s
proposal; and which will be attached to the stipulation as an exhibit. Please review this most recent
proposal and if you have any objections to anything contained in it, please respond and specify those
objections on or before April 15, 1996. I will look forward to hearing from you.
