YOU ARE FURTHER NOTIFIED that the Commission will conduct a prehearing
conference in this case commencing at 2:00 P.M. ON TUESDAY, AUGUST 29, 1995 AT THE
OFFICES OF THE IDAHO PUBLIC UTILITIES COMMISSION, 472 WEST
WASHINGTON STREET, BOISE, IDAHO, to discuss scheduling, identify issues and resolve
procedural matters.
YOU ARE FURTHER NOTIFIED that the Commission Staff will conduct a meeting
with all parties commencing at 10:00 a.m. on Tuesday, August 29, 1995, also at the offices of the
Commission to discuss all matters, procedural and substantive, relevant to this proceeding
including, but not limited to:
1) how those aspects of Idaho Power s filing that are relevant to the formulation of a
generic avoided cost methodology can best be segregated from Company-specific IRP issues;
2) do PacifiCorp and Water Power propose methodologies similar to that proposed by
Idaho Power;
3) which variables are generic and which are utility specific;
4) which variables will be updated more frequently than every two years and how will
they be updated;
5) will the power supply cost and capacity expansion models utilized by Idaho Power,
Water Power and PacifiCorp treat QF developers consistently and fairly;
6) is it necessary to resolve the IRPs of the three utilities prior to establishing a generic
avoided cost methodology.
The parties are free to raise any other relevant issues at the meeting and are encouraged
to bring these issues to the attention of all other parties as far in advance of the meeting as possible.
