Subject: Idao Power Plant at Milner Da L
I strike in oppoition to such an endeaver. We have had two
consecutive short water years. This power p:ant is not multiple-use ofthe water; only by Idao Power at their plants clear through Hells
Canyon. This water coms out of Milner Da down Twin Falls ca for
approximately a mile then dow into the Snae River Canyon, which has r..'1nearly dry to Thousd Springs. Any water that falls into the cayon at
Milner or this new facility is lost to Idaho and its econom.

Idao gave Idao Power a gold mine when they were allowed to
build three das in Hells Cayon instead of one large . Bureau ofReclamtion Da. Look at th hi.story of Idao Power; they were very
instruntal in killing the Lyn Crc.ndal Da (approximtely 50 miles
below Palisades) one million acre feet of reserve storage plus 90
meawatts of power. Look what that would have done forme econom ofIdaho the last two years it Ii Just the water alone!
What goo ca to Idaho when Idaho Poer was allowed to direct
Penntock Amrican Falls Da; they have the potential for nine times the
energy?
Whose water are they going to divert do the cayon? Sure, I
know they have water rights in the system; but will they be satisfied
with only that? By whose measuremnts will Idao go by? What record
can we stand on? If we need more power, why not use larger generatorsupstream; 'ten water ca be used to irrigate.
California is after Idaho water... if we release more for power
(not a primary use) they will have better grounds for a cae to dem
Idaho water. We have areas as "oaey Fan" and Caey, Richfield an
Dietrich areas that could use water out of Lyn Crandal if it were in
place.
