HomeMy WebLinkAbout19941209_1.docx MINUTES OF DECISION MEETING December 9, 1994 - 1:30 p.m. In attendance at this time were Commissioners Marsha H. Smith and Ralph Nelson.  Commissioner Joe Miller was excused.  Staff members present were Joe Cusick, Belinda Anderson, Tonya Clark, Bev Barker, Scott Woodbury, Gary Richardson, Birdelle Brown, Randy Lobb and Myrna Walters.  Also in attendance were Pat Stewart and Jim Wozniak of U S West. Items from the December 9, 1994 Agenda were discussed and acted upon as follows. 1.  Belinda Anderson's December 6, 1994 Decision Memorandum re:  GTE's Filing 94-15 for the New Interest Rate to be Effective January 1, 1995. Approved. 2.  Belinda Anderson's December 6, 1994 Decision Memorandum re:  US West South's Filing 94-08-S to Revise Business and Residential Line Definitions to be Effective January 2, 1995. Commissioner Nelson asked  - what are we changing from? Belinda Anderson replied - the way it is right now, they have a role of trying to determine who is business and who is residential. Commissioner Nelson asked how this would change that? Belinda explained. Filing was approved. 3.  Birdelle Brown's December 7. 1994 Decision Memorandum re:  Citizens Advice 94-05A to Correct Tariff to Add Some Items That Were Inadvertently Dropped During Reformatting Process. Approved. 4.  Lori Mann's December 7, 1994 Decision Memorandum re:  White Bird/Grangeville EAS. Birdelle Brown explained why this matter was back on the decision agenda.  The Commission decided earlier because of the Citizens' purchase pending, would put it off until after the sale.  On October 15 they did provide their cost for EAS.  they did that.  We have to either decide whether we are going to go with it or put off a decision for a little longer or reject it. Commissioner Nelson said he would like to table it for a week. Commissioner Smith said she would like to see some analysis similar to the Leon EAS matter.  Had the numbers in a form to compare how much it was costing year per customer and how much it was saving per year per customer.  If that information is available. Birdelle Brown said the information will be revisited. Matter will be put back on the agenda for the December 20 decision meeting. Commissioner Smith said she didn't know where it stood, but could someone in Telecommunications, put a note in the file that when the EAS study is issued, to send Willean Anderson a copy when it is released. 5.  Scott Woodbury's December 7, 1994 Decision Memorandum re:  Case No. INT-G-94-5  Ash Grove Cement West, Inc. Two Year Gas Service Transportation Agreement. Staff wants to comment on this.   December 28 response time was suggested. Will check to see when the January decision meetings will be held. 6.  Scott Woodbury's December 7, 1994 Decision Memorandum re:  Case No. IPC-E-94-23 Firm Energy Sales Agreement/First Amendment Lateral Ten Hydro Project. Commissioner Nelson asked what this did to the security? Scott Woodbury replied - it improves it. Approved. 7.  Scott Woodbury's December 7, 1994 Decision Memorandum re:  Case No. IPC-E-94-24 Petition for Declaratory order--Auger Falls Project. Decision was made to send it out for comment. 8.  Scott Woodbury's December 7, 1994 Decision Memorandum re:  Case No. IPC-E-92-31  Petition for Clarification--Rosebud.
