I’m very concerned about Idaho Power’s proposal to slash rooftop solar compensation rates

PUC,I am a home owner that invested in solar a few years ago.Idaho Power requested an
adjustment then that would have negated the calculated savings I anticipated.Thankfully the
board denied the request and granted some of us grandfather rights through 2035.So I am not
affected this time.But I am strongly opposed to a blanket rate change.It's okay to adjust rates
for commercial enterprises such as solar farms but it is morally wrong to penalize Idahoans that
just want to do an environmently and financially friendly option.I reject the arguments that solar
homes get unfair benefits and cost others more.All of our energy is eventually used by us.We
are not profiting.We are simply letting IP use our excess and crediting for future use.It's a net
zero transaction.This makes IP look greedy.Again,exclude individual home owners from this

I believe solar is an additional way to get energy to Idaho residents.We need to encourage all
forms of power.

My wife and I built a home in 2021 and installed rooftop solar generators.We did so due to the
increasing demand of electricity in Idaho and our ability to offset the demand for traditional
sources of electricity in Idaho.Our system provides excess electricity to Idaho Power over 6
months of the year.we provide 2-4 times the electricity we use in the warmer,sunlit months.
This production is peak from 1200 to 1500 hours during the day,this is when demand is highest
due to the activity of people and climate demands.We would like to see the data concerning
electricity usage curve over time to better understand the demand and energy production.I
understand the change in the residential business plan of Idaho Power,as electricity generation
and usage have synchrony and have a paired relationship.We do believe there can be an
improvement in demand and usage with on-peak and off-peak rate costs.I have not heard of
on/off peak rate costs to Idaho customers.Thank you for your time.

Idaho Power is flexing its monopolistic muscle and attempting to make ti difficult/less equitable
exchange for residents of this great state of ours.These attempted actions are disgraceful and I
hope that the PUC see this for what is.On top of increasing rates for everyone,Idaho Power
wishes to reduce the appropriate amount for fair compensation?You can't have it BOTH ways

If I am supplying power back to the grid,Idaho Power must compensate at market value.Failure
to do so means individuals will shut it down and solar energy is reduced state-wide.Failure to
do so and failure to pay at market value is just regular everyday theft.

I am a solar owner.I am also a retired veteran on a fixed income.I purchased solar several
years ago to limit my financial liability going into my twilight years.A 1 for 1 kwh was the deal I
signed up for.If that deal is allowed to be altered I will be a victem of a bait and switch.Do not
allow a change on existing programs.

Dear Commissioners,This is a very important issue that,depending on your ruling,will affect
humans and our wildscapes for many generations.We need to be encouraging rooftop solar
instead of discouraging it,as the Idaho Power proposal does.The Magic Valley is currently
awaiting a decision on the Lava Ridge proposal.These two things are linked.If we have policies
in place that encourage rooftop solar then we are using already established footprints on the
environment rather than creating new ones such as Lava Ridge and other proposed projects in
our area.I am sure this is true throughout the state.So please,reject the Idaho Power proposal.
Require Idaho Power to have a policy that encourages rooftop solar and thus utilizes already
established footprints.Let?s think to the future for those that will follow us,not Idaho Power?s
stockholders.

Idaho power is requesting punitive changes to their agreement with us owners of rooftop solar.
The increase in fixed charges amount to a regressive burden on low income people like me.
The proposed fees will exceed my usage in winter months..I am a 77 year old single woman
who qualifies for circuit breaker tax relief and my solar system is critical to how I budget my
expenses.If approved,the proposed changes will undercut all of our efforts to fight climate
change.

monopoly.It is anti progress.Please support progress and incentify the people by keeping the

I own what I think is called a Legacy system which has my original agreement with Idaho Power
grandfathered with a termination date off 2045.I think this means that my original system of
remuneration continues until the 2045 date.I don't really have a dog in this fight but I wanted to
make sure this factor is considered in the commission's deliberation.A major factor in my
decision to invest in a solar power array was the campaign by Idaho Power to encourage
customers to install solar equipment.The company has obviously reconsidered their glowingly
positive attitude toward the addition of solar power generation to a residential account.I am
protected by my grandfathered arrangement but I feel the proposed reduction of the rate change
is an unwarranted corporate attempt to reduce the unforseen negative effect on Idaho Power's
bottom line.The per kilowatt rate of reimbursement should not be allowed to be used to mitigate
the companies'initial efforts to increase solar power

Hello Idaho PUC,As a residential rooftop solar producer,I would like to encourage the Idaho
PUC to reject Idaho Power's proposed sharp decrease in the Export Credit Rate compensation.
Solar owners like me deserve fair and full compensation for excess solar energy put back into
the grid,not the pennies that Idaho Power is suggesting.Multiple independent studies charge
that Idaho Power's calculations are biased toward keeping the Export Credit Rate as low as
possible.and that when accurately calculated,the value is much closer to 10 ¢/kWh (similar to
what I pay today).Say no to corporate greed.Say yes to consumer solar production.Say yes to
renewable energy and a healthier environment!Thank you .

As a grandfathered solar power user in Ada County I am against the PUC changing anything
before there's an independent review of Idaho Power's Rate Case first.Correct Idaho Power's

We have solar panels and made this investment to be net zero so we no longer have to pay for
power,and are using clean energy.We had to take out a second mortgage on our house to pay
for these solar panels.People who invest in clean solar energy are doing what is best for the

We invested in solar panels for our house last year because we thought it would be a wise
investment--both my wife and I are retired--and good for the environment,which is increasingly
under threat.Our investment also supports the larger project of making our public utility more

(IPC)proposal to change the way they compensate solar panel owners for the power they

With the imminent arrival of so many electric cars and it shift from natural gas to electric
appliances,Idaho is going to need all the electricity it can get.Why not allow fair net metering
for rooftop solar owners?Software programs can do the meter readings,so it shouldn?t add any
additional administration for monthly bills.Rooftop solar can help alleviate peak loads in
summer for air conditioning.The additional grid use is minuscule.Homeowners should not be
providing cheap electricity for the utility so that it can turn around and sell it to their neighbor for
a profit.Being able to bank excess electricity from rooftop solar on an annual basis makes the
most sense.With no rollover to the following year,the utility is losing nothing.

ago./We did this to stop or reduce our dependence on hydroelectric power,which generates
power through the use of dams.These dams are causing the salmon to become extinct,which

I am writing to request that the Idaho Public Utility Commission NOT reduce the solar energy
compensation we receive for the solar power I generate to the energy grid.I invested in Solar
Power in 2021 and it was a significant expense of over $18,000 with an estimated break even
point of 9 years.I have enjoyed this clean energy system for the last 2 years and encouraged
others to install it as well.I still pay Avista Utilities for my power bill each year (I do not make
enough power to cover all my energy needs),but if they reduce the compensation credit I
receive from Avista Utility it would make this investment very hard to recover.Please DO NOT

The change in solar regulation and compensation is detrimental to residential costumer by
decreasing compensation during peak hours of production.This will result in increase costs to
those of us whom have purchase solar home system.As well as limiting the ability of future
solar users to purchase a system.Thereby having a negative environmental impact.I personally
purchase our system to decrease costs by using solar only to have my rate of compensation for

Idaho Power claims to be proponent of solar power,but they are not demonstrating that by their

We purchased Solar to reduce our electrical expenses and made this decision to go to clean

We just had a solar system installed in 2023 based on historical norms,and now Idaho Power
wants to change the pay rate for customers that have made this switch four years ago.It also
seems very unfair for us and other customers that are supplying Idaho Power with additional
KWh that they can sell at the highest price rate and then getting back our credited hours at the
minimal rate.Our KWh's should be worth the same rate that Idaho Power is charging for them at
the time that we supply them to Idaho Power or when we take our credits back from them.All
these changes are going to make fewer people able to make the switch to solar power or even

Idaho is needing more and more power as our population grows.There is not enough hydro
power to cover increasing needs.Agriculture draws down the water levels when more energy is
needed during the hot months.Nobody wants to use power from coal fired plants and nobody

can do.Disincentivizing rooftop solar just doesn't make sense when many different sources of

To the IPUC:I am a grandfathered Net Meter customer of Idaho Power.While I am grateful that
the IPUC kept Net Metering for me,I remain interested in the ongoing process.I am very
concerned that in this latest round,Idaho Power again has appeared to hugely underestimate
the value of rooftop solar to their bottom line,and also overestimates the cost to them.While the
concept of real time use appears fair,it must be applied to every user,not just residential solar
customers.In addition,the value assigned to excess production at peak appears to be orders of
magnitude less than what IP pays other providers at peak need.They also have used
assumptions that overvalue transmission and maintenance costs and therefore undervalue
excess solar at off peak times.It should be recalled that the last time,their valuation was at the
low end of the current range.Which is evidence that they negotiated in bad faith then.Their
numbers should not be accepted at face value.

We purchased our solar energy system principally to be self-sufficient,and have a more carbon
neutral footprint.That said,it's bad enough that we cannot be paid for our excess power
production,now they want to charge us triple to administrate our account and reduce the power

credit we earn.Changing the rules on future customers is one thing,but changing the rules on
individuals and families who have already installed their solar is indefensible.Any changes need
to be grandfathered for people who have existing power production.After all,Idaho Power is
actually selling the power we produce.They don't pay us for it.We only receive a power credit.I
can see no reason that this shouldn't be a one to one kilowatt hour credit.A 200%increase for
administration of our accounts is just insane.I would love to see an explanation for this
increase.Computers do all the work.There's no way that it’s costing them three times as much.
I should be claiming Idaho Power on my taxes.

My husband and I are retirees and made the decision to install rooftop solar,using much of our
retirement savings to do so.When people were curious about how long it would take to pay off,
we would smile and say,“Probably not in our lifetime!”We were (mostly)ok with that,because
we were limiting our reliance on the grid AND helping our neighbors by adding our power to the
grid.We felt we were getting a “fair deal”for our generated power.It was also a simple trade,
kWh for kWh.No fancy “calculations”or accounting trickery,just a simple exchange.Now IP

harmful MONOPOLY.The PUC must protect us from their greed!

I moved into a newly constructed house with rooftop solar panels last year.I believe it's unfair of

We purchased a solar and battery package from Revolusun last year,trying to do our part in
reducing the impact that the growth in the Treasure Valley has on Idaho?s electric power grid.

I've had rooftop solar since 2019.I read through Idaho Power's (IP)proposal and all I see is IP
working entirely in its perceived short-term self-interest and that is to ensure that the production
of all electricity is owned by IP.In short,IP has proposed to price roof-top solar so that only the
altruistic will invest in it.When that happens,IP will have successfully eliminated the roof-top
solar industry.For example.I would like to expand my system so it can support a heat pump to
heat and cool my home.If I follow what IP proposes,I will need a separate meter because my
current system is grandfathered.Absorbing these additional costs,and being reimbursed
through an unintelligible rate process that only IP understands and benefits from,I cannot afford
this investment or this type of altruism;no producer of energy is too small for IP to crush.We
need an independent study to truly determine the level of reimbursement to IP for roof-top solar
customers.

Hello,We need more access to renewable energy sources.Idaho Power should not be able to
hold all markets in Idaho.They do not control the sun or air,mother nature does and its natural.
We should be able to choose how we want to gain our power and help the environment.Energy

Idaho Power wants to control all power in Idaho which is not ethically correct.They need to

The cost if electricity is already high enough.I am trying to go solar and with this proposal,it
could prevent me from doing so by not having a better offset of my current electric bill.Going
solar helps keep our state beautiful and helps the power grid rebound from a brown out or a
black out,due to the nature of wiring in electrical with the grid.A fair compensation to excess
power should be standardized at a flat rate per kilowatt hour,taking into consideration of lower

assessment and understanding of this case for rooftop solar customers and regulators alike.
B)Please look to Vote Solar’s expert recommendations to correct Idaho Power’s calculations
(on Generation Capacity,Line Losses,Transmission &Distribution Deferral,Fuel Price Hedge,
&Environmental Compliance)and provide customers with an initial Export Credit Rate of at
least 10 ¢/kWh.
C)Please also adopt Vote Solar’s recommendation for customers to lock-in their initial rate for
at least a 10-year period (as is done in NV and AZ)for financial stability and planning.
Lastly,please improve the public process by adding a virtual testimony option (as is provided at
Public Service Commissions in all neighboring states)to help ensure you can hear the important
perspectives from everyone who will be impacted by Idaho Power’s changes.

Comment: "Commissioners, I well know the �me for Public Comments is past. However, I wanted to
supplement my previous Comments with a paragraph in a newsleter from the American Farmland Trust
(per�nent page atached as a PDF) dated November 3, 2023 and posted in this IPC case November
14,2014. AFT urges smart solar as a path to meet our growing energy needs. Idaho Power Company’s
rate case only frustrates and impedes smart solar as one of the renewables to meet our growing energy
needs. I implore the PUC Final Order create a path for more solar in the IPCo service area and
compensate the co-generators such that more are online than discouraged and eliminate or adjust
months and hours of On Peak and Off Peak.."
