A)Please resolve Idaho Power's General Rate Case first,to allow for a more accurate assessment and understanding of this case for rooftop solar customers and regulators alike. IPC?s proposal will discourage homeowners from installing solar arrays.Their proposal is not fair to homeowners who installed solar panels after 2019.People who invest in local, clean energy should be rewarded, not be penalized, for doing the right thing. We installed our solar array in 2015.Although IPC?s proposal would grand-father our rates,it disturbs me that we will be penalized if we expand the array in the future.Climate change is here and threatening our environment. The utilities and those in charge should readily ENCOURAGE,not discourage innovative clean energy.IPC and the PUC need to recognize residential solar energy as a critical part of a more reliable source of sustainable energy future for Idaho I’m very concerned about Idaho Power’s proposal to slash rooftop solar compensation rates year after year, pushing rooftop solar further out of reach for Idahoans.Rooftop solar provides 16 of 75 so many benefits to Idaho Power and all its customers, yet Idaho Power’s calculations don’t capture that full value. It’s not accurate,it’s not fair, and it’s not right. Thank you. -------- 11/7/2023 Name:David Burica Email:buricad@gmail.com Address:311 HEIKKILA LN,MCCALL,ID 83638 30 of 75 To the IPUC:I am a grandfathered Net Meter customer of Idaho Power. While I am grateful that the IPUC kept Net Metering for me,I remain interested in the ongoing process.I am very concerned that in this latest round,Idaho Power again has appeared to hugely underestimate the value of rooftop solar to their bottom line, and also overestimates the cost to them. While the concept of real time use appears fair,it must be applied to every user, not just residential solar customers. In addition, the value assigned to excess production at peak appears to be orders of magnitude less than what IP pays other providers at peak need. They also have used assumptions that overvalue transmission and maintenance costs and therefore undervalue excess solar at off peak times. It should be recalled that the last time, their valuation was at the low end of the current range.Which is evidence that they negotiated in bad faith then.Their numbers should not be accepted at face value. I’m very concerned about Idaho Power’s proposal to slash rooftop solar compensation rates year after year, pushing rooftop solar further out of reach for Idahoans.Rooftop solar provides so many benefits to Idaho Power and all its customers, yet Idaho Power’s calculations don’t capture that full value. It’s not accurate,it’s not fair, and it’s not right. A)Please resolve Idaho Power's General Rate Case first,to allow for a more accurate assessment and understanding of this case for rooftop solar customers and regulators alike. B)Please look to Vote Solar’s expert recommendations to correct Idaho Power’s calculations (on Generation Capacity,Line Losses,Transmission &Distribution Deferral,Fuel Price Hedge, &Environmental Compliance)and provide customers with an initial Export Credit Rate of at least 10 ¢/kWh.
