Hello,
As an Idaho Power customer, I am very concerned about the limited public access to the upcoming
hearings on Idaho Power's rooop solar changes. It certainly appears that by scheduling the meengs
during working hours, and in very limited places, that the ulity is pushing their own agenda. This is a
democracy, and I think if the ulity would look at what they are doing, and have someone monopolize
and push their agenda through on them, they would not agree with their own malicious acons. The

My name is Walter Rowntree and I'm an Idaho Power customer and own rooop solar generaon.
The upcoming hearings on Idaho Power's rooop solar changes feel like they violate the sunshine
laws. The only reason to eliminate virtual tesmony is to sfle the voices of the people. This feels very
wrong to me.
The hearings need to be aer general working hours, be long enough to allow everyone to speak, be

Dear PUC Commissioners,
I'm a customer of Idaho Power, and I have reservaons about the restricted public access to the
forthcoming hearings regarding the proposed alteraons to rooop solar policies.
These hearings should occur outside regular working hours, have ample me for everyone to voice their
concerns, be held in mulple cies, and offer a virtual tesmony opon to accommodate those who
cannot atend in person. It's crucial to facilitate public engagement in our democrac process, especially

As a consumer and resident, I would like share my thoughts on this.

Comment: "My comments are regarding Idaho Power's plans to change the rates for residenal solar
power generaon.
1. It is unfair for Idaho Power to arbitrarily decided to only grandfather in, at exisng rates, those
households that installed solar panels prior to 2019.
I invested $27,025 in solar panels in spring 2021. The process began in May, and final approvals given
on July 14, 2021. The panels I had installed are far more efficient than earlier panels, so why should I
have a penalty for having beter technology?
2. I don't agree with Idaho Power's contenon that people without solar panels are somehow subsidizing
those of us who invested in clean energy. No one is stopping other households from making similar
investments that benefit everyone. My panels return energy to the grid on those bright, blistering, hot
days of summer when demand is high.
6
3. Idaho Power's proposed rate changes will actually discourage wider adopon of solar panels, the exact
opposite of what we know needs to happen to help reduce greenhouse gas emissions and save our
planet.
4. If Idaho Power wants to change the rates for residenal solar power generaon, it should give six
months' noce of the change, and grandfather in everyone who installed solar panels prior to that
effecve date. To do anything else, is an unfair use of its monopoly posion as an energy provider.
Thank you for your consideraon and protecon of consumers' interests."

I am an Idaho Power customer, and a former owner of a solar-equipped home in Boise. I testified in the past in
opposition to the unfair imposition of power metering rules that further enforce monopolistic rules benefiting
only the Power company.
My current home is in a prime location for a solar power system on the rooftop; I have not contracted its
installation solely due to the potential of NEVER being able to have the project repay my investment due to
rules as proposed by IPC-E-23-14.
The IPUC should ONCE AGAIN reject the unfair proposal by Idaho Power. The IPUC should be doing
everything in its power to ENABLE more consumer solar rather than discouraging private investment.
Furthermore, after following the current process, I'm deeply concerned about the very limited public access to
the upcoming hearings on Idaho Power's rooftop solar changes. The hearings need to be after general working

I have several deep concerns regarding IPC-E-23-14.
1- Idaho Power is a monopoly and they have shown little interest in helping me as a customer to do the right
thing for myself, my neighborhood, the state of Idaho, and our environment when it comes to alternative power
generation like solar.
2- I am likewise concerned about the astonishingly undemocratic and limited public access to the upcoming
hearings on Idaho Power's rooftop solar changes. It seems to me that the hearings have been scheduled to
discourage public comment and input. Why are they scheduled during the typical work day and why are they so short that all interested parties will not be able to speak? Why are the hearings limited to two sites? Why is
there not a virtual testimony option?
14
I am discouraged that Idaho Power seems to be given outsized influence on working for their own benefit and
not for the public good.
Please help to make this a truly public and democratic process by expanding the public hearings.

Hello!
We see that the PUC has announced two dates for hearings regarding the proposed changes to the rules
regarding home generaon of electricity. There are two weekdays made available, with most of the me
during working hours, in only two Idaho cies, with no virtual tesmony.
It appears the PUC is trying to lt the process minimize the objecons to a decision already made. Were
the PUC interested understanding public senment, it would make more sites available for tesmony,
schedule mes in non-work hours, and allow rural customers and others to tesfy digitally.
There is much more at stake here than ensuring Idaho Power’s botom line. Cizens have an interest in
clean, breathable air. Further, many of us are deeply concerned about steadily increasing climate
temperatures. Reducing incenves for investments in solar and other clean energies is short sighted.
Many Idaho cizens are well aware of this and would like to make their objecons to the proposed
changes known in an open and scrupulous process.

Your limited hearing locaons and the me of day for those hearings severely limits the inputs of the
public. The fact that there is no opon for virtual tesmony smacks of a hearing that will be dominated
by Idaho Power. Please put the public back into the Public Ulies Commission.

Hi,
My name is Mary Gilbert and I'm an Idaho Power customer as well as a solar generang customer that
sends quite a bit of power back to the grid.
I'm concerned about the very limited public access to the upcoming hearings on Idaho Power's rooop
solar changes.
The hearings need to be aer general working hours, be long enough to allow everyone to speak, be

Please help people parcipate in our democracy, parcularly on proposals coming from a monopoly

Thank you for your atenon to this mater.

Comment: "Comment 1 of 2:
I invested in residenal solar in 2018. Although I am grandfathered in the most current Idaho Power
proposal (to a certain point), I do not see these changes as beneficial to me, nor the collecve impact
that can be generated by statewide residenal solar power generaon and adamantly oppose the
proposed changes for the following reasons:
1. A change in rates devalues all residenal investments in solar at a me when incenves should be
provided to scale residenal solar. I understand Idaho Power's posion that they can produce solar
power at a beter return rate through their scaled solar generaon model. Thousands of solar panels in a
field will result in a per kilowat hour generaon rate vastly greater than my 24 panel array, thereby
lowering costs based on output alone. However, that comparison places me in direct compeon with
my own ulity provider. Not only is this unfair to any individual power generator, it illegally puts me in
compeon with the company that already limits my ability to compete. The PUC, State of Idaho, City of
Boise, and Idaho Power require me to net meter with Idaho Power, my now seeming competor. The
same enes limit my ability to expand. They force me to partner with my (now) competor on a net
meter system and disallow any opon for me to hook my panels up to my own batery system so I can
keep my power or find a beter compeve partner. And now they want to lower my rates on producon
return while having complete control over the rate of my consumpon and remove my ability to do
anything about it? This is not fair and at its core, this is what Idaho Power is atempng to do to every
solar power generator held to the same standards state wide.
2. My money has been spent on my solar array. My $38,000 investment in solar cannot be returned.
Regardless of my grandfather right, when I go to sell my property, which will be many years from now,
these proposed changes will have devalued my investment for any would be buyer if these proposed
changes go into effect. How is that not stealing directly from my investment? If it were a private business
trying to undercut me, I may not like it, but I would accept it. This, however, is not a private business,
Idaho Power is a public ulity company and therefore does not have the legal authority to undercut my
investments and I have legal recourse if they do. This is why I'm wring the commission as we must
exercise due diligence in not allowing a public ulity to take such steps. They should treat all customers
in the same manner and if I or anyone else decides to invest in something that increases power
generaon, they ought not influence the benefits received by such a decision. Any other customer may
do the same, or not, but the ulity should not influence the decision or the risks or rewards inherent in
the consumer decision. These proposed changes directly do what they ought not.
3. The basis for these proposed changes fail to acknowledge the opportunity costs of the outcome of the
changes. Perhaps at this point, the cost for Idaho Power may be a cheaper power source for consumers
due to scale, but if enough residenal customers invest in solar (even against the state's missing
incenves to do so), their combined impact surely would exceed that of Idaho Power's efforts and results
19
in a net savings to everyone. Is the goal of these changes to maximize energy savings and sustainability
for Idaho, or to maximize Idaho Power profitability and ensure their monopoly over power? A public
ulity company may not operate with public funds to preserve itself, at the expense of the state. These
proposed changes are directly atributable to the preservaon of a company, not the preservaon of
Idaho and must be rejected. The basis for its arguments are flawed and is missing in real evidence of long
term impacts.

Comment: "Comment 2 of 2:
4. The long term outcome from the proposed changes will be less residenal solar power generaon at a
me when seconds count and honestly, the me has passed for meaningful impacts on our environment
from more sustainable power generaon. This should point more so to the failure of Idaho Power to
exercise foresight in sustainable power generaon. Thye could have ramped up solar decades ago. They
could have limited their coal use decades ago. I could have too, but I’m not accepng public funds so it is
not he same and this deal should hold accountability accordingly. Do not now blame residenal power
generators for Idaho Power’s foolish planning and then sck them with the bill. We paid our bill when we
went out of pocket to invest in solar ourselves, signing agreements to partner with Idaho Power against
our beter judgment because it was the only way to get solar approved. It is a rare form of trickery when
an agreement can be made to produce power that has to go to a company, you can’t keep it, you also
can’t get paid when your generaon exceeds your consumpon, but then the ulity company goes and
tries to undercut your producon rate while retaining or increasing your consumpon rate so your
investment is assured to pull money directly from your pocket. Any approval of such an offer is by its
definion corrupt, regardless of the reasoning. It also takes a private person’s investment and drops the
value to less than zero. It does not make for a strong sales pitch to say, “hey, buy this house, it comes
with solar, you can pay more in ulies than those without solar”! Any depreciaon in value is sll the
result of public ulity undermining my investment for their gain.
5. At a me when the World is not only literally on fire or melng, violent threats against our union are
also being made. Within this context, and given mass destrucon atempts have and connue to be
made against individuals, groups, and countries in Idaho and the United States, it should be noted that a
diversified and displaced power grid system is highly valuable for naonal security. Beyond the value
proposion of cung rates on residenal solar power generators, there is a health and safety
proposion at stake by disincenves to residenal solar generaon. A terrorist or foreign adversary will
have a difficult me cung power to a displaced solar grid system as compared to say a nuclear plant or
even a wind or solar farm. It is also more easily restored if affected by bad actors. What is the cost of one
20
collapsed dam? In the event of a geographical severe weather event, displaced power can more easily be
restored and/or relied upon. Residenal solar power is safer, harnesses collecve, small impacts that
cannot easily be quanfied when compared to scaled business pracce, and in other ways creates more
than ulity power, it creates investments in a beter community, a brighter future, and gives people the
opportunity to acvely engage in a core need for its community. These proposed changes sfle that
beter future we all hope to see.
6. Finally, when comparing small operaons to a scaled model, it is important to note that all things
contain pros and cons. One such con to a scaled model is that there is cost associated with
transportaon. In the same way internaonal shipping possesses many costs and wastes to bring
cheaper products from lower labor cost areas to my doorstep, so too does having to ship power from
larger offsite power generaon facilies. On my property and thousands like mine, power is generated
and used right on site, excess power being held in the power lines above my home giving my neighbor
power. Net power generaon possesses the perhaps un-factored savings of power use efficiencies
alongside their obvious addional power output savings (with me foong the bill for the equipment,
maintenance and repair costs). Another such con of a scaled model is that you lose customer sasfacon
the larger you become. Perhaps the commission should consider how customer sasfacon has been
affected by Idaho Power’s proposed changes. Assuredly, you have one highly dissasfied customer in me
and I’ve grown red of connually having to research what Idaho Power is up to now, write leters,
atend public meengs, and in all other ways defend my right to do what everyone needs to be doing
right now so future generaons can even breathe fresh air in Idaho.
In close, if you’ve read the news, things are not geng beter environmentally. Bold acon and strong
measures must be taken. We are behind the curve, and these proposed changes set us farther back, yet
here we are fighng over how best to create disincenves for collecve renewable resources in Idaho.
This is not a zero sum game. Incenvize residenal solar producon AND scale Idaho Power renewable
resource acquision. Don’t pit us against each other.
Thank you,
Joseph Schueler"

Hello! I’m an Idaho Power customer and was disappointed to see there is not going to be a hearing in
Pocatello. Where so many IP customers are in Pocatello, do you guys expect them to travel to Twin Falls
for this where there will be no opon to do this virtually? I feel like this is not really a fair process
without being able to involve all the stakeholders in this decision process.

I am disappointed that the PUC will be having only 2 hearings on Idaho Power's rooop solar changes. I
have other commitments that will prevent me from atending on both days.
I am an Idaho Power customer who installed rooop solar panels in 2014. I had every intenon to
expand my solar array when I could afford it, but Idaho Power’s new policy will penalize me for any
expansion.
I'm concerned about the very limited public access to the upcoming hearings on. The hearings need to
