It certainly appears that by scheduling the mee�ngs during working hours, and in very limited places, that the u�lity is pushing their own agenda. This is a democracy, and I think if the u�lity would look at what they are doing, and have someone monopolize and push their agenda through on them, they would not agree with their own malicious ac�ons. We installed solar panels 4 years ago, at a cost of over $30,000, because we were bright enough to realize that the cost of power could only go up. I testified in the past in opposition to the unfair imposition of power metering rules that further enforce monopolistic rules benefiting only the Power company. My current home is in a prime location for a solar power system on the rooftop; I have not contracted its installation solely due to the potential of NEVER being able to have the project repay my investment due to rules as proposed by IPC-E-23-14. The IPUC should ONCE AGAIN reject the unfair proposal by Idaho Power. The IPUC should be doing everything in its power to ENABLE more consumer solar rather than discouraging private investment. Furthermore, after following the current process, I'm deeply concerned about the very limited public access to the upcoming hearings on Idaho Power's rooftop solar changes. A change in rates devalues all residen�al investments in solar at a �me when incen�ves should be provided to scale residen�al solar. I understand Idaho Power's posi�on that they can produce solar power at a beter return rate through their scaled solar genera�on model. Thousands of solar panels in a field will result in a per kilowat hour genera�on rate vastly greater than my 24 panel array, thereby lowering costs based on output alone. However, that comparison places me in direct compe��on with my own u�lity provider. Not only is this unfair to any individual power generator, it illegally puts me in compe��on with the company that already limits my ability to compete. The PUC, State of Idaho, City of Boise, and Idaho Power require me to net meter with Idaho Power, my now seeming compe�tor. The same en��es limit my ability to expand. They force me to partner with my (now) compe�tor on a net meter system and disallow any op�on for me to hook my panels up to my own batery system so I can keep my power or find a beter compe��ve partner. And now they want to lower my rates on produc�on return while having complete control over the rate of my consump�on and remove my ability to do anything about it? This is not fair and at its core, this is what Idaho Power is atemp�ng to do to every solar power generator held to the same standards state wide. 2. My money has been spent on my solar array. My $38,000 investment in solar cannot be returned. Regardless of my grandfather right, when I go to sell my property, which will be many years from now, these proposed changes will have devalued my investment for any would be buyer if these proposed changes go into effect. How is that not stealing directly from my investment? If it were a private business trying to undercut me, I may not like it, but I would accept it. This, however, is not a private business, Idaho Power is a public u�lity company and therefore does not have the legal authority to undercut my investments and I have legal recourse if they do. This is why I'm wri�ng the commission as we must exercise due diligence in not allowing a public u�lity to take such steps. They should treat all customers in the same manner and if I or anyone else decides to invest in something that increases power genera�on, they ought not influence the benefits received by such a decision. Any other customer may do the same, or not, but the u�lity should not influence the decision or the risks or rewards inherent in the consumer decision. These proposed changes directly do what they ought not. 3. The basis for these proposed changes fail to acknowledge the opportunity costs of the outcome of the changes. Any approval of such an offer is by its defini�on corrupt, regardless of the reasoning. It also takes a private person’s investment and drops the value to less than zero. It does not make for a strong sales pitch to say, “hey, buy this house, it comes with solar, you can pay more in u�li�es than those without solar”! Any deprecia�on in value is s�ll the result of public u�lity undermining my investment for their gain. 5. At a �me when the World is not only literally on fire or mel�ng, violent threats against our union are also being made. Within this context, and given mass destruc�on atempts have and con�nue to be made against individuals, groups, and countries in Idaho and the United States, it should be noted that a diversified and displaced power grid system is highly valuable for na�onal security. Beyond the value proposi�on of cu�ng rates on residen�al solar power generators, there is a health and safety proposi�on at stake by disincen�ves to residen�al solar genera�on. A terrorist or foreign adversary will have a difficult �me cu�ng power to a displaced solar grid system as compared to say a nuclear plant or even a wind or solar farm. It is also more easily restored if affected by bad actors. What is the cost of one 20 collapsed dam? In the event of a geographical severe weather event, displaced power can more easily be restored and/or relied upon. Residen�al solar power is safer, harnesses collec�ve, small impacts that cannot easily be quan�fied when compared to scaled business prac�ce, and in other ways creates more than u�lity power, it creates investments in a beter community, a brighter future, and gives people the opportunity to ac�vely engage in a core need for its community. These proposed changes s�fle that beter future we all hope to see. 6. Finally, when comparing small opera�ons to a scaled model, it is important to note that all things contain pros and cons. One such con to a scaled model is that there is cost associated with transporta�on. In the same way interna�onal shipping possesses many costs and wastes to bring cheaper products from lower labor cost areas to my doorstep, so too does having to ship power from larger offsite power genera�on facili�es. On my property and thousands like mine, power is generated and used right on site, excess power being held in the power lines above my home giving my neighbor power. Net power genera�on possesses the perhaps un-factored savings of power use efficiencies alongside their obvious addi�onal power output savings (with me foo�ng the bill for the equipment, maintenance and repair costs). Another such con of a scaled model is that you lose customer sa�sfac�on the larger you become. Perhaps the commission should consider how customer sa�sfac�on has been affected by Idaho Power’s proposed changes. Assuredly, you have one highly dissa�sfied customer in me and I’ve grown �red of con�nually having to research what Idaho Power is up to now, write leters, atend public mee�ngs, and in all other ways defend my right to do what everyone needs to be doing right now so future genera�ons can even breathe fresh air in Idaho. In close, if you’ve read the news, things are not ge�ng beter environmentally. Bold ac�on and strong measures must be taken.
