Comment: "I wanted to submit my thoughts about the new poten�al structure to solar reimbursement,
if its not too late.
I received the no�fica�on from Idaho Power earlier last month that they were submi�ng to the power
commission a request to change the structure of reimbursement for solar panel homeowners.
A few things I have concerns about:
I consider myself a highly educated person and I s�ll don’t fully believe I understand the statement that
was provided by Idaho Power. The only thing that stands out is that our bill is poten�ally going up and
that is concerning to me. We had our solar installed last year under the calcula�ons of how Idaho Power
currently rates solar, and if we had known that there was a poten�al for this change to occur, we would
have had the system evaluated at that point to make sure it would make financial sense for us to even
install the system. This no�fica�on is also concerning to me because I feel like most consumers (unless
they are electrical engineers themselves) may not understand or be able to submit a statement because
the provided explana�on is confusing and poten�ally misleading. In regard to this you may be ge�ng
less feedback from consumers as they may not feel comfortable responding to the informa�on provided
by Idaho Power.
We installed our system to achieve several objec�ves. First, was to reduce or eliminate our power bills
and set us up for any future expansions with electric vehicles or other household addi�ons. If we will
need to have an addi�onal power bill along with our solar panel bill it is fiscally irresponsible and makes
our choice to purchase solar panels poten�ally a mistake, since we will then have two bills for electric a
month; one from Idaho Power and one from the solar panel financier. Second, we installed solar to be
more responsible power users/maker (as I know Idaho likes to priori�ze solar/wind/water energy since
we have that in abundance) and not feel like we are being penalized. We installed solar to be more
environmentally responsible and as a measure for cost savings over �me as it seems like everything,
except paychecks, is steadily going up in cost with no end in sight.

In addi�on, it seems like the “research” that Idaho Power has done to determine these new rates is
based off extremely biased informa�on that will have the solar consumers subsidizing some of their
future projects and will be some of the lowest reimbursement rates in the country. This is not
incen�vizing new consumers to sign up and provide more of their own green energy in a state that
supposedly prides itself on green energy.
Furthermore, from what litle I can glean from the Idaho Power leter, it appears that the
reimbursement/calcula�on rate for solar customers has been incorrect for some �me and it seems unfair
that current solar customers are going to be penalized for something that was a mistake on Idaho
Power's part. Furthermore, because their informa�onal statement is so confusing, I s�ll cannot figure
out how they have determined that non-solar consumers are subsidizing solar consumers. To me this
does not make sense since, except for the dead of winter, solar consumers are consistently sending
much more power into the grid over what they are using. Since the current consumers have all had their
systems installed and calculated based off the current calcula�ons it is wrong to penalize consumers that
installed a�er 2019 and only grandfather those in before that point. The most fair and reasonable
ac�on, in my opinion would be to grandfather in all current consumers and have this change start from
the current point forward.
With the current rate of infla�on and cost for everything else going up, I am very concerned about what
could possibly happen with our Idaho Power bill going forward. I wish that the no�ce sent by Idaho
Power provided a beter explana�on of the situa�on so that I could make a more informed assessment,
but for me it does not provide clear answers.

Comment: "I do not agree with the proposed changes of going from net monthly billing to real-�me
billing. As a solar customer I do not see why I should not get a one to one credit for the solar power I am
genera�ng. I am not looking to make money with any extra credits, but for each kWh my solar panels
generate it seems only fair that I get to keep that credit and it be used to power my house and be banked
for future use during months that my solar panels do not generate as much solar power."

Comment: "I purchased a solar system for customer genera�on as a net loss of $35/month to create ENV
sustainability, Idaho Power benefits extensively since my solar system produces energy at the peak
power consump�on period in the summer day �me hours when the need is greatest due to AC. Idaho
Power gets that premium energy and makes a fortune reselling it, then credits me with net-metering for
mostly off-peak off-season energy. charging me for contribu�ng to their profits is wrong."

Comment: "A�er reading the proposed changes to on site genera�on compensa�on. I have to say I'm
not a fan and I also ques�on the legality of the proposed new method. You are going to buy the excess
power we generate at a lower price and then turn around and sell it back to us at a higher price. All
under the guise of address the duck curve. According to you it would be possible to generate more
energy than my house uses but I would s�ll in the end owe you because I drew 10 kW of power in that
day, even though Iay have produced a total of 15 kW. It is price gouging plain and simple."

I strongly urge the IPUC to reject Idaho Power's request to transi�on from net metering to real �me net
billing.
Low energy costs, however, provide litle incen�ve for investment in addi�onal renewable infrastructure.
Thanks to Idaho Power's net energy metering, it has made sense for certain residen�al customers to
invest in solar genera�on on their proper�es--even though this came at considerable costs to the
homeowners.
If the IPUC approves Idaho Power's request to transi�on to real-�me metering, solar inves�ng will no
longer make financial sense. If approved, Idaho Power will con�nue to benefit from the tremendous
investment that residen�al consumers have made, but homeowners will no longer be fairly
compensated for the energy generated on their property.
I strongly urge the IPUC to reject Idaho Power's request to abandon net metering. Power consumers in
my area do not have a choice when selec�ng a power company. We have to use Idaho Power. The IPUC
needs to act to protect Idaho residents from the u�lity company ac�ng so obviously in its own interest
and not in the interest of Idahoans.
