I received the noficaon from Idaho Power earlier last month that they were subming to the power commission a request to change the structure of reimbursement for solar panel homeowners. A few things I have concerns about: I consider myself a highly educated person and I sll don’t fully believe I understand the statement that was provided by Idaho Power. The only thing that stands out is that our bill is potenally going up and that is concerning to me. We had our solar installed last year under the calculaons of how Idaho Power currently rates solar, and if we had known that there was a potenal for this change to occur, we would have had the system evaluated at that point to make sure it would make financial sense for us to even install the system. This noficaon is also concerning to me because I feel like most consumers (unless they are electrical engineers themselves) may not understand or be able to submit a statement because the provided explanaon is confusing and potenally misleading. In regard to this you may be geng less feedback from consumers as they may not feel comfortable responding to the informaon provided by Idaho Power. We installed our system to achieve several objecves. First, was to reduce or eliminate our power bills and set us up for any future expansions with electric vehicles or other household addions. If we will need to have an addional power bill along with our solar panel bill it is fiscally irresponsible and makes our choice to purchase solar panels potenally a mistake, since we will then have two bills for electric a month; one from Idaho Power and one from the solar panel financier. Second, we installed solar to be more responsible power users/maker (as I know Idaho likes to priorize solar/wind/water energy since we have that in abundance) and not feel like we are being penalized. We installed solar to be more environmentally responsible and as a measure for cost savings over me as it seems like everything, except paychecks, is steadily going up in cost with no end in sight. 2 In addion, it seems like the “research” that Idaho Power has done to determine these new rates is based off extremely biased informaon that will have the solar consumers subsidizing some of their future projects and will be some of the lowest reimbursement rates in the country. This is not incenvizing new consumers to sign up and provide more of their own green energy in a state that supposedly prides itself on green energy. Furthermore, from what litle I can glean from the Idaho Power leter, it appears that the reimbursement/calculaon rate for solar customers has been incorrect for some me and it seems unfair that current solar customers are going to be penalized for something that was a mistake on Idaho Power's part. Furthermore, because their informaonal statement is so confusing, I sll cannot figure out how they have determined that non-solar consumers are subsidizing solar consumers. To me this does not make sense since, except for the dead of winter, solar consumers are consistently sending much more power into the grid over what they are using. Since the current consumers have all had their systems installed and calculated based off the current calculaons it is wrong to penalize consumers that installed aer 2019 and only grandfather those in before that point. The most fair and reasonable acon, in my opinion would be to grandfather in all current consumers and have this change start from the current point forward. With the current rate of inflaon and cost for everything else going up, I am very concerned about what could possibly happen with our Idaho Power bill going forward. I wish that the noce sent by Idaho Power provided a beter explanaon of the situaon so that I could make a more informed assessment, but for me it does not provide clear answers. Please reach out to me with any quesons, I'm more than happy to elaborate on our situaon further. Thank you , Michela Altergot Solar Idaho Power Customer at: 6621 W. As a solar customer I do not see why I should not get a one to one credit for the solar power I am generang. I am not looking to make money with any extra credits, but for each kWh my solar panels generate it seems only fair that I get to keep that credit and it be used to power my house and be banked for future use during months that my solar panels do not generate as much solar power." --------------------------------------------------------------------- Name: Scot Wolff Submission Time: Jun 3 2023 12:20AM Email: scotwolff36@yahoo.com Telephone: 208-912-3555 Address: 10153 W. Idaho Power gets that premium energy and makes a fortune reselling it, then credits me with net-metering for mostly off-peak off-season energy. charging me for contribung to their profits is wrong." --------------------------------------------------------------------- The following comment was submited via PUCWeb: Name: Joseph Koteles Submission Time: Jun 3 2023 8:29AM Email: Joseph.Koteles@gmail.com Telephone: 701-270-7776 Address: 12593 Clearwell St Caldwell, ID 83607 Name of Ulity Company: Idaho Power 4 Case ID: IPC-E-23-14 Comment: "Aer reading the proposed changes to on site generaon compensaon. I have to say I'm not a fan and I also queson the legality of the proposed new method. You are going to buy the excess power we generate at a lower price and then turn around and sell it back to us at a higher price. All under the guise of address the duck curve. According to you it would be possible to generate more energy than my house uses but I would sll in the end owe you because I drew 10 kW of power in that day, even though Iay have produced a total of 15 kW. It is price gouging plain and simple." --------------------------------------------------------------------- The following comment was submited via PUCWeb: Name: Kallen Morris Submission Time: Jun 5 2023 7:00AM Email: shepardsmoon@msn.com Telephone: 208-251-2221 Address: 1175 Riverton Rd. Low energy costs, however, provide litle incenve for investment in addional renewable infrastructure. Thanks to Idaho Power's net energy metering, it has made sense for certain residenal customers to invest in solar generaon on their properes--even though this came at considerable costs to the homeowners. If the IPUC approves Idaho Power's request to transion to real-me metering, solar invesng will no longer make financial sense. If approved, Idaho Power will connue to benefit from the tremendous investment that residenal consumers have made, but homeowners will no longer be fairly compensated for the energy generated on their property. I strongly urge the IPUC to reject Idaho Power's request to abandon net metering. Power consumers in my area do not have a choice when selecng a power company. We have to use Idaho Power. The IPUC needs to act to protect Idaho residents from the ulity company acng so obviously in its own interest and not in the interest of Idahoans. ---------------------------------------------------------------------
