UNDER SCHEDULES 6, 8, AND 84 AND TO ESTABLISH AN EXPORT
CREDIT RATE; CASE NO. IPC-E-23-14.
IN THE MATTER OF IDAHO POWER COMPANY’S APPLICATION TO
IMPLEMENT THE RESIDENTIAL AND SMALL FARM ENERGY
CREDIT RATE EFFECTIVE JANUARY 1, 2024, THROUGH DECEMBER
31, 2025; CASE NO. IPC-E-23-28.
BACKGROUND
IPC-E-23-11 and Order No. 36042:
On June 1, 2023, Idaho Power Company (“Company”) filed an application (“Application
for IPC-E-23-11”) with the Idaho Public Utilities Commission (“Commission”) requesting
authority to increase its rates and charges for electric service to its customers in the State of
Idaho and for associated regulatory accounting treatment.
On December 28, 2023, the Commission issued Order No. 36042, approving the
Stipulation and Settlement (“Settlement”) agreed upon by the Company, Commission Staff, and

all Intervenors. Order No. 36042 authorized the Company to implement its revised tariff
schedule with the terms of the Settlement, effective January 1, 2024.
IPC-E-23-14 and Order No. 36048:
On May 1, 2023, the Company filed an application (“Application for IPC-E-23-14”) with
the Commission proposing changes to the Company’s on-site and self-generation tariffs.
On December 29, 2023, the Commission issued Order No. 36048, approving the
Company’s Application for IPC-E-23-14 as modified by the Company’s revised proposal and the
provisions of the order, effective January 1, 2024. The Commission directed the Company to
submit a compliance filing with Schedules 6, 8, 68, and 84 conforming with Order No. 36048.
IPC-E-23-28 and Order No. 36036:
On October 25, 2023, the Company applied for authorization to implement the
Bonneville Power Administration’s residential and small farm energy rate credit from January 1,
2024, through December 31, 2025 (“Application for IPC-E-23-28”). The Company requested an
effective date of January 1, 2024.
On December 26, 2023, the Commission issued Order No. 36036, approving the
Company’s Application for IPC-E-23-28, effective January 1, 2024, through December 31, 2025.
Compliance Filing:
On December 29, 2023, the Company submitted updated tariffs reflecting the rates and
service provisions approved by Order Nos. 36042, 36048, and 36036.
On January 10, 2023, the Company submitted a supplemental compliance filing to
incorporate additional modifications as directed by Order No. 36048, and to correct other clerical
errors. Rule D and E and Tariff Schedule Nos. 6, 8, 20, 41, 54, 68, and 84, filed in the
supplemental compliance filing, will replace the associated tariffs and rules filed in first
compliance filing in their entirety. On January 12, 2024, the Company submitted a supplemental
compliance filing to replace in its entirety Tariff Sheet 6-8.
STAFF RECOMMENDATION
Staff has reviewed the Company’s updated tariffs effective January 1, 2024, filed in the
Company’s compliance filing on December 29, 2023, and January 10 and 12, 2024. Staff

believes the tariffs and service provisions comply with Commission Orders Nos. 36042, 36048,
and 36036. Staff recommends the Commission approve the Company’s tariffs filed on December
29, 2023, and the replacement tariffs filed in the supplemental compliance filings on January 10
and 12, 2024.
COMMISSION DECISION
Does the Commission wish to approve the Company’s tariffs filed on December 29,
2023, and the replacement tariffs filed on January 10 and 12, 2024?
