Why should I,as a power generator,be charged a fixed rate charge, that will be three times the
current rate’I am producing power not using power. If you want to pass on a cost increase, you
need to pass it on to the people that are using an excessive amount of power not the people
that are actually contributing and producing power. There is absolutely zero logic to passing on
a fixed cost to everyone in order to increase Idaho Powers bottom line.
Keeping customer utility bills fair and affordable is one of the most important parts of your job.
When a monopoly utility requests a rate increase, your role in verifying that the increase is just
and reasonable is absolutely critical in preventing profit-seeking corporations from taking too
much from Idaho ratepayers. With so many Idahoans already struggling to pay for all their bills,
it’s also morally imperative that you consider, first and foremost, the impact that increased bills
will have on the most vulnerable ratepayers in our state.Idaho Power’s proposal to sharply
increase fixed Service Charge fees on all customer bills over the coming years is very
concerning to me.It is well known that fixed charges on utility bills disproportionately impact
low-energy users,which applies to most low-income residents,solar owners,and energy
efficient homes.It’s like a penalty for low-income and energy-conscious families.It’s unfair and
inaccurate to make everyone pay the same high fee no matter how much energy they use.
Those who use less energy should pay for less of the system costs. It’s also well known that
utilities often exaggerate how much of their costs are fixed vs variable so they can make more
profit.Any calculations being put forth by the utility should be highly scrutinized by outside
experts. Please don’t rubber stamp Idaho Power’s plans to unfairly increase fixed charges on
our power bills, now or in the future.Thank you.

I read Idaho power reduce what they are ask for service charges which is still 100%increase for
2024 and 50%increase 2025 these are fix service charges that they get every month this
seems very extreme. One dollar increase seems more than fair.PCA is still there help protect
company with out these extreme increase.

When does Idaho Power quit taking? They are trying to change how much they buy back power
for customer generated power and not they are changing all rate structures for homeowners.
When will the PUC wake up and start helping the public instead of allowing for year after year
new record profits by Idaho Power. It is a shame the board that is appointed continue to
disappoint the very people they are supposed to represent.

I believe a rate increase now is a bad idea.We are on a fixed budget and retired. How
are suppose to pay more for electricity when it’s already too high.Seems like every service is

It is unfair to charge all users the same amount of increase. Those who use less energy should
be rewarded with for using less energy. This is especially true with a growing population base
and growing needs for energy. If a higher rate is charged to higher users, this may influence
them to use less, benefiting everyone.I am against the flat fee and encourage Idaho Power to
consider raising rates based on use.

It would be more fair if you create a cost structure that distributes the monthly infrastructure
charges based on how many kWh the consumer uses each month rather than just one base fee
rate for everyone. Also please make it mandatory that power companies reconcile solar usage
yearly with customers instead of monthly. This would make it more solar more cost effective for
the homeowner.

I urge you to strongly consider the power you have in ensuring that customer utility bills are fair
and affordable.I am concerned that if you allow Idaho Power to raise fixed service charges now,
you will only encourage them to raise rates in the future.Your decision will set a precedent for
the future of clean energy in Idaho.Yes -Idaho Power has increased costs, but raising fixed
service charges is not the most equitable way to address them as it disproportionately affects
low-income and low-energy users. If Idaho Power really valued their customers, they would
propose increased volumetric charges rather than imposing unfair rates on their most vulnerable
energy-users.You,the PUC,are in a prime position to make clean energy affordable and
accessible and make it clear that you will not stand with monopolistic corporations who value
their profits over their customers.I urge you -please stand in support of fair rates and affordable
clean energy.Melissa Eyer

that are so harmful for public land’This rate increase is unfair and disproportionally harms

My family has been an Idaho Power customer my whole life.I am lucky enough to live in a
household where a raise in our power bill would not be noticed. This fixed flat rate is going to
make it so people who would greatly notice a change in their power bill have more to pay each
month, while actually decreasing rates for some high energy use residents. This is unfair and it
is your job to make sure that utility bills are a fair price for every resident.

will have on the most vulnerable ratepayers in our state.Idaho Power’s proposal to sharply
increase fixed Service Charge fees on all customer bills over the coming years is very
concerning to me.It is well known that fixed charges on utility bills disproportionately impact
low-energy users,which applies to most low-income residents,solar owners,and energy
efficient homes.It’s like a penalty for low-income and energy-conscious families.It’s unfair and
inaccurate to make everyone pay the same high fee no matter how much energy they use.
