CASE NOS. IPC-E-23-11
IPC-E-23-14
IPC-E-23-28
ORDER NO. 36067
On June 1, 2023, Idaho Power Company (“Company”) filed an application with the Idaho
Public Utilities Commission (“Commission”), in Case No. IPC-E-23-11, requesting authority to
increase its rates and charges for electric service to its customers in the State of Idaho and for
associated regulatory accounting treatment. On December 28, 2023, the Commission issued Order
No. 36042, approving the Stipulation and Settlement (“Settlement”) agreed upon by the Company,
Commission Staff, and all Intervenors. The Commission authorized the Company to implement
its revised tariff schedule with the terms of the Settlement, effective January 1, 2024.
On May 1, 2023, the Company filed an application with the Commission, in Case No. IPC-
E-23-14, proposing changes to the Company’s on-site and self-generation tariffs. On December
29, 2023, the Commission issued Order No. 36048, approving the Company’s application as
modified by the Company’s revised proposal and the provisions of the Order, effective January 1,
ORDER NO. 36067 2
2024. The Commission directed the Company to submit a compliance filing with Schedules 6, 8,
68, and 84 conforming with Order No. 36048.
On October 25, 2023, the Company filed an application, in Case No. IPC-E-23-28,
requesting authorization to implement the Bonneville Power Administration’s residential and
small farm energy rate credit from January 1, 2024, through December 31, 2025. The Company
requested an effective date of January 1, 2024. On December 26, 2023, the Commission issued
Order No. 36036, approving the Company’s application, effective January 1, 2024, through
December 31, 2025.
On December 29, 2023, the Company submitted updated tariffs reflecting the rates and
service provisions approved by Order Nos. 36042, 36048, and 36036. On January 10, 2023, the
Company submitted a supplemental compliance filing to incorporate additional modifications as
directed by Order No. 36048, and to correct other clerical errors. Rule D and E and Tariff Schedule
Nos. 6, 8, 20, 41, 54, 68, and 84, filed in the January 10 supplemental compliance filing, replace
the associated tariffs and rules filed in the December 29 compliance filing in their entirety. On
January 12, 2024, the Company submitted a supplemental compliance filing to replace in its
entirety Tariff Sheet 6-8.
COMMISSION FINDINGS AND DECISION
The Commission has jurisdiction over the Company’s applications and the issues in these
cases under Title 61 of the Idaho Code including Idaho Code §§ 61-301 through 303. The
Commission is empowered to investigate rates, charges, rules, regulations, practices, and contracts
of all public utilities and to determine whether they are just, reasonable, preferential,
discriminatory, or in violation of any provisions of law, and to fix the same by order. Idaho Code
§§ 61-501 through 503.
Having reviewed the record and all submitted materials, the Commission finds that the
updated tariffs submitted in the Company’s compliance filing on December 29, 2023, and as
modified and replaced by the supplemental compliance filings on January 10 and 12, 2024, comply
with the requirements set forth in Order Nos. 36042, 36048, and 36036.
ORDER
IT IS HEREBY ORDERED that the Company’s compliance filings are approved.
THIS IS A FINAL ORDER. Any person interested in this Order may petition for
reconsideration within twenty-one (21) days of the service date upon this Order regarding any
ORDER NO. 36067 3
matter decided in this Order. Within seven (7) days after any person has petitioned for
reconsideration, any other person may cross-petition for reconsideration. Idaho Code §§ 61-626
and 62-619.
