SUBJECT: IN THE MATTER OF IDAHO POWER COMPANY’S APPLICATION FOR
A CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY
AUTHORIZING CONSTRUCTION OF THE BOARDMAN-TO-
HEMMINGWAY 500-KV TRANSMISSION LINE PROJECT; CASE NO.
IPC-E-23-01.
On January 9, 2023, Idaho Power Company (“Company”) filed an application
(“Application”) requesting an order granting a Certificate of Public Convenience and Necessity
(“CPCN”) for Energy Gateway Segment H, the Boardman-to-Hemingway 500-kilovolt (“kV”)
transmission line (“B2H” or “Project”). The Company will co-own B2H with Rocky Mountain
Power, a division of PacifiCorp (“RMP”), which recently filed its own CPCN application for the
Project in Case No. PAC-E-23-01.
On February 1, 2023, the Commission issued a Notice of Application and Notice of
Intervention Deadline. Order No. 35674. On February 21, 2023, the Idaho Irrigation Pumpers
Association, Inc., the Idaho Industrial Customers of Idaho Power, and the city of Boise petitioned
to intervene. Subsequently, on March 3, 2023, Micron Technology, Inc., and the Idaho
Conservation League also petition to intervene. The Commission granted intervention to all
parties. Order Nos. 35685 and 35695 respectively. On March 8, 2023, the Commission Secretary
issued a Notice of Parties.
STAFF RECOMMENDATION
Staff has contacted the parties in this case and Staff recommends that the Commission issue
a Notice of Schedule and Notice of Modified Procedure establishing a May 23, 2023, Staff and
Intervenor comment deadline, and a June 6, 2023, Company reply comment deadline.

Further, Staff recommends that the Commission direct Staff to conduct one or more Public
Workshops at dates and times to be determined in a later Commission Order.
Finally, Staff recommends that the Commission issue a Scheduling Order for one or more
Public Customer Hearings at dates and times to be set by the Commission in its order.
COMMISSION DECISION
1. Does the Commission wish to issue a Notice of Schedule and Notice of Modified
Procedure establishing a May 23, 2023, Staff and Intervenor comment deadline, and a
June 6, 2023, Company reply comment deadline?
2. Does the Commission wish to direct Staff to conduct one or more Public Workshops at
dates and times to be determined in a later Commission Order?
3. Does the Commission wish to issue a Scheduling Order for one or more Public
Customer Hearings at dates and times to be set by the Commission in its Order?
