IPC-E-23-01. On January 9, 2023, Idaho Power Company (“Company”) applied to the Idaho Public Utilities Commission (“Commission”) requesting an order granting a Certificate of Public Convenience and Necessity (“CPCN”) for the purpose of constructing “a 300-mile long, overhead 500-kV high voltage line.” Application at 1. This line would be between a proposed station near Boardman, Oregon, and the Hemingway Substation in southwest Idaho. The Company asserts that this line is crucial to meet the Company’s capacity deficiency in 2026. The Company plans to begin construction of the line in the summer of 2023 and asks for an order granting a CPCN to be issued by June 30, 2023. STAFF RECOMMENDATION Staff recommends the Commission issue a Notice of Application and Notice of Intervention Deadline establishing a 21-day intervention period.
