HEARINGS
ORDER NO. 35773
On January 9, 2023, Idaho Power Company (“Company”) applied for an order granting a
Certificate of Public Convenience and Necessity for the purpose of constructing “a 300-mile long,
overhead 500-kV high voltage line” (“Application”). Application at 1. The transmission line would
be between a proposed substation near Boardman, Oregon, and the Hemingway Substation in
southwest Idaho. The Company asserted the transmission line is crucial to meeting a 2026 capacity
deficit. The Company hoped to begin construction in the summer of 2023 and requested a final
order be issued by June 30, 2023.
On February 1, 2023, the Commission issued a Notice of Application and Notice of
Intervention Deadline. Order No. 35674. The Idaho Irrigation Pumpers Association, Inc., Idaho
Industrial Customers of Idaho Power, City of Boise City, Micron Technology, Inc., and Idaho
Conservation League intervened. Order Nos. 35685 and 35695.
On April 10, 2023, the Commission issued a Notice of Modified Procedure and Notice of
Public Workshop.
The Commission now issues this Notice of Customer Hearings setting dates and times for
customer hearings in this matter.
NOTICE OF CUSTOMER HEARING (Pocatello)
YOU ARE HEREBY NOTIFIED that the Commission will conduct a customer hearing
TUESDAY, JUNE 13, 2023, starting at 1:00 p.m. and ending at 4:00 p.m. (local time), or
after all customer testimony has been taken—whichever comes first. The customer hearing
will be held at the Idaho Department of Fish and Game Southeast Regional Office, 1345
Barton Road, Pocatello, ID 83204. Persons attending the hearing in-person will have an
opportunity to provide testimony. Persons may also listen to the live testimony and proceedings at

the hearing by calling 1-415-655-0001, entering code 2461 541 7580, then entering the numeric
password: 933 93 292. However, persons will not be able to provide testimony telephonically.
NOTICE OF CUSTOMER HEARING (Twin Falls)
YOU ARE FURTHER NOTIFIED that the Commission will conduct a customer hearing
on TUESDAY, JUNE 13, 2023, starting at 6:00 p.m. and ending at 9:00 p.m. (local time), or
after all customer testimony has been taken—whichever comes first. The customer hearing
will be held at the Twin Falls High School, Roper Auditorium, 1615 Filer Avenue East, Twin
Falls, ID 83301. Persons attending the hearing in-person will have an opportunity to provide
testimony. Persons may also listen to the live testimony and proceedings at the hearing by calling
1-415-655-0001, entering code 2466 427 0360, then entering the numeric password: 653 89 279.
However, persons will not be able to provide testimony telephonically.
NOTICE OF CUSTOMER HEARING (Boise)
YOU ARE FURTHER NOTIFIED that the Commission will conduct a customer hearing
on WEDNESDAY, JUNE 14, 2023, starting at 6:00 p.m. and ending at 9:00 p.m. (local time),
or after all customer testimony has been taken—whichever comes first. The customer hearing
will be held at the Idaho Public Utilities Commission, 11331 W. Chinden Boulevard, Building
8, Suite 201-A, Boise, ID 83714. Persons attending the hearing in-person will have an opportunity
to provide testimony. Persons may also listen to the live testimony and proceedings at the hearing
by calling 1-415-655-0001 and entering code 2452 650 4011, then entering the numeric password:
447 89 853. However, persons will not be able to provide testimony telephonically.
YOU ARE FURTHER NOTIFIED that persons desiring to state a position on this
Application may file a written comment explaining why the person supports or opposes the
Application in accordance with the deadlines established in Order No. 35731.
YOU ARE FURTHER NOTIFIED that all hearings in this matter will be held in facilities
meeting the accessibility requirements of the Americans with Disabilities Act (“ADA”). Persons
needing the help of a sign language interpreter or other assistance to participate in or to understand
testimony and argument at a public hearing may ask the Commission to provide a sign language
interpreter or other assistance at the hearing. The request for assistance must be received at least
five working days before the hearing by contacting the Commission Secretary at:

YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted

WEDNESDAY, JUNE 14, 2023, starting at 6:00 p.m. This customer hearing will be held at the

ID 83714.
IT IS FURTHER ORDERED that parties comply with Order No. 35375, issued April 21,
2022. Generally, all pleadings should be filed with the Commission electronically and will be
deemed timely filed when received by the Commission Secretary. See Rule 14.02. Service between
parties should continue to be accomplished electronically when possible. However, voluminous
discovery-related documents may be filed and served on CD-ROM or a USB flash drive.
