Provide customers an opportunity to meet Commission Staff. Ask questions and learn how to submit written public comments. This Public Workshop is not part of the official case record. 4 •Established in 1913. Idaho Code Sections 61 and 62. •The Commission regulates Idaho’s investor-owned utilities, ensuring adequate service and reasonable rates. •The Commission is made up of three Commissioners appointed by the Governor and confirmed by the Senate. The Commissioners make the decisions in each case. •Commission Staff is made up of Auditors, Consumer Compliance Investigators, Engineers, Technical Analysts, and Admin. •Staff is conducting this workshop. Staff is one of the Parties in the case and providing comments to the Commissioners. What is the Idaho Public Utilities Commission? 5 Application Process State law requires that the Commission: •Consider the evidence that is on the record, which includes the Company’s Application, comments from Staff & Parties, and customers’ written comments or oral testimony at public customer hearings. •Meet the statutory public interest standard that ensures customers have adequate, safe, and reliable service at just and reasonable rates. Important Points to Consider: •It is not in the public interest to have a utility that cannot adequately serve all the customers in its assigned territory now and in the future. •All Commission decisions must withstand Idaho Supreme Court appeals from either utility or customer groups. 6 Important Point to Consider: •Regulated utilities are not like any other business. They are assigned service territories and must serve every customer in that territory. What they charge customers is determined by state regulators. In exchange for their guarantee to provide adequate, safe, and reliable service, the state must provide utilities the opportunity to earn a reasonable rate of return on their investment. 7 Application Process 8 Application •The Company filed its Application on January 9, 2023. •The Company requested approval of a CPCN to construct the B2H Transmission Line with an effective date of June 30, 2023. •The Company is NOT requesting ratemaking treatment in this case. 9 Application Project ownership: Idaho Power –45.45% PacifiCorp/Rocky Mountain Power –54.55% B2H project: •298 miles of 500-kV transmission line from Hemingway, ID to Boardman, OR •24 miles in Idaho •274 miles in Oregon •Upgrades to 3 substations •Removal of 12 miles of 69-kV transmission line •Rebuild of 1.1 miles of 138-kV transmission line •Rebuild of 0.9 miles of 230-kV transmission line New Capacity: 10 Direction Total Capacity IPC PAC West-to-East 1050 MW 750 MW 300 MW East-to-West 1000 MW 182 MW 818 MW 11 Application Along with the core B2H project, there are multiple agreements with Bonneville Power Administration (“BPA”) and PacifiCorp/Rocky Mountain Power (“PAC”): 12 Core Agreements Other Agreements 1. Network Integration Transmission Service Agreement: Goshen Assets BPA & IPC Why Is the Company Proposing This? 1. The Company states it will have a capacity deficit in 2026. A capacity deficit is when the Company does not have enough resources to meet customer load. The proposed transmission line will provide new capacity that can serve the expected load increase. 2. B2H will provide increased, year-round access to Pacific Northwest resources, such as the Mid-Columbia market hub. The Company believes resources purchased from the Mid-Columbia hub will provide cost-savings for customers. 3. The Company believes the B2H project is the most cost-effective method of serving the increasing customer demand. 13 Staff’s Review The Company’s Filing: Application Need for additional capacity Exhibits Worksheets Responses to Production Requests Idaho Code §61-526 (CPCN) requirements, and any other applicable Idaho Codes 14 Idaho Code §61-526 Certificate of Public Convenience and Necessity Idaho Code §61-526 gives the Commission the authority to direct the utility to construct or extend a street railroad, line, plant, or system for electric utilities. For the Commission to authorize a CPCN: The Company must show “the financial ability and good faith…and necessity of additional service in the community”. Idaho Code §61-528 15 16 Consumer Assistance •Utility Compliance Investigators assist customers to resolve issues and/or disputes with the Company. •Investigators monitor compliance with laws, commission rules, and the Company’s tariff. •Investigators review issues from similar previous cases, review previous complaints, review submitted comments from customers, and investigate consumer issues raised in the case. 17 As of this week, the PUC has received 1 Consumer Comment. •The comment was in support of the Company’s Application. 18 Consumer Comments Consumer Comments Consumer written comments are due prior to the Commission closing the record on the case.
