HomeMy WebLinkAbout19940622_1.docx MINUTES OF DECISION MEETING June 22, 1994 - 1:30 p.m. In attendance at this time were Commissioners Marsha H. Smith, Joe Miller and Ralph Nelson.  Also in attendance were staff members Tonya Clark, Wayne Hart, Scott Woodbury, Mary Friddle and Myrna Walters.  In attendance from Intermountain Gas Company were Skip Worthan and Mike McGrath. Items from the June 22, 1994 Agenda were discussed and acted upon as follows. 1.  Regulated Carrier Division Agenda dated June 22, 1994. Approved. 2.  Discussion of temporary permits - held from June 14, 1994 Decision Meeting. Commissioner Nelson said after some discussions last week and questioning issuing temporary fire fighter haulers without a safety inspection, in fact, the Boise Interagency Fire Center requires that we give them a “piece of paper” that says we have conducted a safety inspection before they can haul.  Need wording on that. 3.  Wayne Hart's June 16, 1994 Decision Memorandum re:  Advice Letter No. 94-U3 From UP&L; Electric Check. Commissioner Smith asked Wayne what the company's reaction was to the staff proposal? Wayne responded that he hadn't sent the decision memorandum to the company. Commissioner Smith said generally it is our policy that if staff is altering company proposal, staff's proposal should go to the company.  Usually they just orally tell us what to do. Tonya Clark said she thought it was a great memo. Decision was to give the company a chance to agree. - Hold the matter until the next decision meeting. 4.  Scott Woodbury's June 17, 1994 Decision Memorandum re:  Case No. UPL-E-94-1  Cogen Power II, Inc. vs Pacificorp dba UP&L. Item #3 is a fully-submitted matter and probably will be considered in private deliberation. 5.  Scott woodbury's June 20, 1994 Decision Memorandum re:  Proposed Order In Case Nos. WWP-E-94-5, IPC-E-94-10, PPL-E-94-4/UPL-E-94-5  (Annual Revision and Updated Calculation of Adjustable Portion of Avoided Cost Rates). Commissioner Smith commented if it goes out on modified, it will be past the July 1 effective date. **Bill Eastlake was in attendance at this time. Scott Woodbury said last year the Commission didn't do modified.  Decision was it was such an arithmatic calculation, just put it out to the companies. After brief discussion, the filing was approved. 6.  Intermountain Gas Company gas tracker - INT-G-94-3. Commissioner Smith commented that apparently the company had agreed to the changes proposed by staff and is ready to file tariffs for implementation by July 1.  Asked if we wanted to be the ones responsible for delaying the rate decrease? Scott Woodbury said usually decreases are approved and increases put out on modified. Commissioner Miller said he thought staff had done a good audit on this.  since there has been that audit, think we could probably issue the order. Said he would note his point that we need to think about the priority of alternative pass-thru of gas costs.  Think about if there are better ways to handle this issue.  Note here that were it not for the segmentation credit which offset the increase, there would probably be a rate increase this year.  Don't know what the answer is and this probably isn't the place to do it.  Think it is something to think about. Commissioner Nelson said if we want to put it out on modified, we could approve an interim July 1. Commissioner Smith said she thought we might as well do an order. Meeting adjourned.
