I ? $.}{ ls: 5l ldaho Public Utilities Commission My rebuttal to ldaho Powers request to the Commission to deny legary status 1. ldaho Power states that my application gives them permission to communicate with tne installer. I don't have issue with them communicating with the installer, but they should have communicated with me also. Throughout their narrative it states, "the customer is responsible for completing the system's installation and fulfilling all applicable federal, state, and local inspection requirements." See para 11. 2. Para 23. January 7 ,2O2O, the requirements for grandfathering were explained to me. 3. Para 26.ldaho Power states that they responded to my email asking if they needed anything else, stating that they received documentation of my financial commitment. That is true. Their email read as, "Hi Randy, it looks like we received your documentation. At this time, we will not need anything else." lt should have explained that more steps needed to be completed. 4. Para 34. The next communication from ldaho Power with me wasn't until November 6rh, 2020. This made it impossible for me to complete the requirements to be grandfathered. My application had expired by then. lf I had submitted a new application it takes 7 business days for them to approve it. I was in Wisconsin on business and had no way to make application. I returned on November 14th and came down with Covid on the 15th. Even with making application on the 6h, the approvalwouldn't be until November 17th. This didn't leave enough time to obtain a state electrical inspection before the deadline much less meet the other requirements. I contacted the inspector and was told it was impossible. 5. Para 55. ldaho Power states that I have had 11 months removed from the December 20,2020 deadline for legacy status to complete my project. This is an unfair statement, I can't complete my project until this is resolved. To complete it now, I have to install an additional meter for these 10 panels which would only supply power to my shop. They would provide more power than I would ever use making them basically useless. This also will be very expensive to complete and then lf I receive legacy status would be a waste of money. 6. Lastly, I started my quest to receive legacy status immediately after it being denied. I made request to ldaho Power then an informal complaint to the PUC and then the formal complaint. I have followed up continually with Jolen Bossard on the status of my complaint. I appreciate your consideration in this matter. Sincerely, R t' Randy Valley
