RE: Formal Complalnt Concerning Grandfathering of Solar Panels
Dear ldaho Public Utilities Commlssion,
My compliant is against ldaho Power.
I cunently have 53 solar panels. The last 10 panels were installed in November of 2019. I received
notice from ldaho Power on Jan 15s, 2020 that to be grandfathered they needed my solar installer to
send them proof that they were installed before December 20th, 1019.
I contacted my installer to make sure this happened. My installer assured me on January 18s that they
had submitted the necessary documents.
I emailed ldaho Power on January 18th,2020 to make sure they had what was needed.
I received emai! conformation from ldaho Power on January 2!n,2020 that they received my documents
and they would not need anything else. (see email attached)
!n November2O2O,ldaho Power notafied me via emaalthat my new 10 panels wouldn't be
grandfathered unless they received several documents before December 2O,2O2O.
My installer couldn't provide the necessary documents with this short notice. Had ldaho Power not
stated that they had receirred everything back on January 21n t would have made sure thas was complete
by the deadline.
l'm trying to do my part for green energy. ldaho Power states that there isn't anything they can do. l'm
sure they can and believe they should give my installer a chance to comply.
ldaho Power states that they sent emails to Ashley at Revolusun in June of ZOZL. lt was more important
to gave me the notification because l'm the one that is being denied grandhthering. They wouldn't
know if Ashley still worked there.
To keep my first 43 panels grandfathered will be at a huge cost and make these 10 panels almost useless
to me. I will have to have a second meter installed which is a big expense then incur a monthly charge,
which is currently SS.fS a month and I won't use most of the power Benerated by these panels so ! will
receive credits which could be at much lower rate.

Commission Order 34509, if you made a binding financial commitment to install an on-site
generation system, such as solar panels, prior to or on December 20, 2019 you may be eligible to be
"grandfathered" under the current compensation structure for on-site generation. We have
received your documentation showing a financial commitment for your system was made prior to
December 20,2019.
Per the commission's order, to be eligible for grandfathering, systems must also be installed and
interconnected by December 20, 2O2O.
