Tidwell hereby files this forrnal petition to interyene in the above- referenced matterpursuant to Rules of Procedure 7l through 75 of the Idalro Public Utilities Commissio& ID APA 31.01 .01.071-.075 and pursuant to that Notice of Intervention Deadline orderNo. 35121. The basis of this PetitionTo lntervene is as follows: 1. The name and address ofthis Intervenor is: Kiki kslie A. Tidwell 704 N. River St. #1 Hailey,ID 83333 (208)578-7769 ktinsv@cox.net 2. Tidwell was the developer ofanall-electric workforce housiqg apartment building in Hailey, Idaho which was corryleted in June 2021 afr which also has a solar generation system on its roof. As owner ofthe building, Tidwell effered into anet meteting agreement throughher subsidiary rnanagement company, Patient Capital LLC, and Idaho Power furtlre solar production PETITION TO INTERVENE - 1 for this btrilding, Silver River Place. All tenant unit meters were also retained under Patient Capital LLC and tenant leases were gross leases including utilities. Tidwell is unique in Idaho to have developed a multi-family apartment building utilizing solar net metering to benefit the workforce housing tenants to lower their overall housing and utility costs. She has a valuable perspective from atternpting to work with Idatro Power to share solar credits with tenant meters and to install a microgrid at this building; Idalro Power's current rules do not enable such microgrid systems nor sharing of solar production credits when tenants control the rneters under their own names. 3. Idalro Power's current rules also do not allow for any credits to be applied against meters except for at year end in a small period of time in January. When Tidwell sold the Silver River Place building in July, Idatro Power informed Tidwell that all net metering credits were lost as it was before year end. This basic flaw in existing rules needs to be brought to light and addressed. 4. Tidwell claims a direct and substantial interest in this proceeding as she is proceeding to develop more multifamily apartment buildings in Idaho with on-site generation and net metering contracts. Unless Tidwell is permitted to intervene in this action, the Idalro PUC and Idatro Power will be without Tidwell's valuable firsthand elperience as developer of an all-electric muhi-family building with solar and battery and also as a 2Gr year investor in clean energy technologies and cornpanies.
