Comment: "I am very concerned that rates may be changed for those who
have put solar panels on their homes from 2021 to present. I feel this is
penalizing people who are trying to generate clean and renewable energy.
If you change the rates it should be going forth from the date of the change
not going backwards! I moved back to Idaho and put panels on my home in
2021 not knowing this may happen. This is very unfair! It should be for
panels being installed from the date the rates change. Vicki Powers"
