Comment: "Recently, I received a post card from Idaho Power Co. (IPC) regarding transferring net metering credits to another meter on my account benefiting me and, according
to VODER, reducing the credit balance on my account. The road block and applying only to a small segment of the small co-generators is the PUC regulations on the location of the second
meter on the customer's account. Loosing this regulation would apply to more small co-generators who would provide a win-win for customers and IPC. My specific situation is my
net metering solar panels are at my home in Boise. On the same account is my second home near Garden Valley. The PUC regulation should change to allow a customer to transfer some
net metering credits on the same account to any location in the IPC service area. The other involved transfer regulation is the cost to the customer to apply for the transfer. Ten (10)
dollars derived from 100 Kw eliminated from the net-metering balance is misplaced. If you swallow IPC in VODER each Kw of co-generation is compensated at just barely above two
(2) cents. I urge you to eliminate the transfer application fee. Transferring the net metering credits benefits IPC sufficiently."
