Dear Idaho Public Utilities Commission,
This should not even be a topic that has to be discussed. 1kWh is 1 kWh! It does not matter if you are delivering it
or receiving it. If I delivered ?x? amount of hours it should be the same price as ?x? amount of hours received.
Anything less could be considered stealing for the company?s own profit.
Please look carefully at the independent study conducted by Crossborder Energy, which points out several
shortcomings in Idaho Power's own study on the costs and benefits of customer-owned rooftop solar. Idaho Power
will use this study to justify trying to reduce compensation rates to solar owners. To arrive at fair rates, we first
need a fair study.
Crossborder's study states, "We conclude that Idaho Power?s choice of assumptions and calculation methods
significantly undervalue the five components that the utility quantified. We present our own calculations of an ECR
with these five elements. In addition, the VODER Study fails to quantify important benefits of distributed solar that
the Commission directed the utility to analyze in Order No. 35284 -- benefits that are known and measurable, will
impact rates, and will benefit Idaho ratepayers and citizens.?
Idahoans deserve solar rates based on a more fair and complete analysis. I urge you to reject Idaho Power's study
and look to Crossborder's study as a more accurate measure of the value (to ALL ratepayers) of customer-owned
solar power.

Thank you for the opportunity to submit comments regarding case #IPC-E-22-22, IdahoPower Company’s application to complete the study review phase of the comprehensive studyof costs and benefits of on-site customer generation.
In its independent analysis, Crossborder Energy identifies a number of costs and benefits thatare quantifiable, measurable, and affect rates. After including these important variables andapplying sound analysis, they concluded the export credit rate should be much greater thanwhat Idaho Power concluded in its VODER study.
I encourage you to ask Idaho Power Company to redo the VODER study to include all factorsthat affect the price of customer generated solar power.
I think it is short sided on the part of Idaho Power. Here is an infrastructure that is practicallygrowing itself through home owner funds at a rate that can be incorporated easily. It is verylikely there may come a time when the only way to generate electricity will be through solarand wind generation. The contribution of roof top solar owned by home owners will have asubstantial contribution to the grid. It is for the greater good of our communities that homeowned solar energy is supported by the utilities commission. Support home owners and smallsolar electricity generators by keeping the largest possible incentives for rooftop solar. Thankyou

Comment: "Regarding the solar net metering valuation, the proposed rate based on the VODER Study is inadequate, and no doubt other comments have pointed out the
shortcomings: lack of attention to valuation of avoided carbon emissions costs, deferred capacity upgrades, line losses, fuel hedging/independence, and other resilience and local gains
not reflected. The study is inherently flawed; the very low rate is a clear signal that some decision makers want no residential solar on the grid. I can understand that perspective - utility
scale solar is very cheap in comparison. However, please consider the fact that people are installing residential solar ANYWAY and will simply forgo any connection to the grid, and
use it for net metering "behind the meter" or for their own resilience during outages. Then you are just driving customers away without benefiting from their initiative. When I had a power
outage for several hours I just pulled out my panels and power stations used with an RV and coasted by on those. I can supply some percentage of my home loads with these, but would be
interested in doing more, not as a profit center, but for resilience and to contribute to clean energy. If Idaho Power were to pay a fair rate, I'd love to be grid connected and be a good
partner, especially in a solar + storage + EV context with smart time of daycharging/discharging strategies. Letting us all help each other. Idaho Power can get more
creative in incentivizing/engaging with their customer pool, as other utilities have, to deliver more value from solar (+ storage) solutions, else those customers are just going to offset their
usage with their own solutions independently. Having performed studies of that type, the VODER study feels a bit lazy with its methodology and conclusions. I think Idaho Power can
find some middle ground between its lowball rates (that will drive participants away) and putting up rates too high (that will overly incentivize home solar users and shift a burden to
other ratepayers). Honestly a net metering scheme around current prices seems a quite fair middle ground. Please rethink the schemes such that customers with solar (and storage) can
help be part of the solution and not simply drive them away with clear disincentives."

Comment: "I am encouraging the Commissioners to reject the Idaho Power VODER study. Government, business and citizens all recognize the need to reduce carbon emissions.
Eliminating neutral Net Metering Rates has the opposite affect and would effectively kill future residential roof-top solar projects. I personally invested in roof-top solar knowing the
economic payback is marginal. I was motivated more by my desire to reduce my carbon footprint. Roof-top solar is one way citizens can get involved in contributing to a reduction of
carbon in the atmosphere. But it also has to be at least within a reasonable reach of a possible pay-back for most citizens to make the investment. Raising the rates will effectively push the
investment in solar out of reach for most individuals. It is discouraging that Idaho Power seems to be motivated solely by corporate profits. Environmental impact and good citzenship
must also be taken into account when making decisions that are good for all Idaho Power customers. "

We are providing our surplus power to Idaho Power?s customers. These KWh?s are worth the same amount, if not
more than, Idaho Power?s ?dirtier? electricity. We also put up the capital for these mini power plants, saving Idaho
Power from having to make larger future capital outlays. This ultimately saves Idaho Power?s customers money.

Solar energy is the most important energy production method of this era of ecological challenge. The Idaho PUC
needs to step up and regulate Idaho Powers unfair treatment of solar power producers in Idaho. Valuing Idaho
Power?s profit over the quality of Idaho?s and the world?s climate is wrong. Idaho producers should be able to sell
excess electricity into the grid at a fair market rate. The fair market rate must be determined by an independent,
uninterested, agency, not by Idaho Power.

Dear Idaho Public Utilities Commission,
As homeowners in Ada County we undertook the expense of installing enough solar panels on our barn in 2019 to
cover all and more of our household and barn electric usage.
We did this because we believe it is one thing we, as individual citizens can do to help our environment. We did this
despite Idaho?s underwhelming support of solar energy. We did this despite the fact that we could not use these
panels to cover our high costs of powering our irrigation system. We did this even though we will not break even for
at least another decade.
Rooftop solar systems are the right thing to do. For Idaho and for our environment.
Don not listen to Idaho Power?s hurry-rigged data and make it even less appealing for homeowners to add solar.
We need more solar not less and Idaho should do everything it can to encourage its citizens to invest in our clean
future.

grid. We strongly favor renewable energy, specifically for us, rooftop solar, as a way to moveaway from climate-damaging fossil fuel power generation. We believe that dispersed energy
generation needs to be part of a clean energy future. I was disappointed that the VODER studysubmitted by IPC continued the prejudice against rooftop solar that the company had
previously stated in earlier filings. I urge the PUC to reject the study or at least review andrevise the estimates it made that were so different from those of the Crossborder study
submitted by several conservation and/or renewable energy interests that are party to thisfiling. In some cases, the information VODER used was out of date. The energy sector is
volatile, no doubt. Assessing current conditions is always difficult. The fact that IPC'sVODER study consistently undervalues the benefits of rooftop solar when compared with the
Crossborder study makes me question whether their assumptions are correct or current. I amconcerned about climate change. Energy production has major implications for climate. The
growth of dispersed solar energy production is exciting. It entails an expensive initialinvestment for a homeowner that will pay off over time. The VODER conclusions will make
that payoff impossible. The vibrant local economy in rooftop solar installation will come to ahalt. The gain in resiliency from having so many points of generation will be limited. The
public health improvements of moving away from fossil fuel generation will be lost. Those areharder to measure and often come over time, but the incidence of asthma and other chronic
and acute ailments are measurable and real near fossil fuel plants and mining sites. Businessand society can do better. Please ask IPC to do better. Thank you. "
