Dear Idaho Public Utilities Commission,
Please consider requesting an independent survey regarding solar energy rates paid by Idaho Power to solar owners.
A study should use current data, is unbiased, and transparent in its findings. It should guarantee fair reasonable rates
be paid to local solar owners and by doing so will increase the trust people have in PUC and Idaho Power. An
unbiased study will allow people who consider moving to solar power to make a more informed choice, a choice
based on good, solid unbiased information. Freedom of choice and trust in the study results is also good for long
term public relations and continued customer service, which would be a win-win for everyone
Please look carefully at the independent study conducted by Crossborder Energy, which points out several
shortcomings in Idaho Power's own study on the costs and benefits of customer-owned rooftop solar. Idaho Power
will use this study to justify trying to reduce compensation rates to solar owners. To arrive at fair rates, we first
need a fair study.
Crossborder's study states, "We conclude that Idaho Power?s choice of assumptions and calculation methods
significantly undervalue the five components that the utility quantified. We present our own calculations of an ECR
with these five elements. In addition, the VODER Study fails to quantify important benefits of distributed solar that
the Commission directed the utility to analyze in Order No. 35284 -- benefits that are known and measurable, will
impact rates, and will benefit Idaho ratepayers and citizens.?
Idahoans deserve solar rates based on a more fair and complete analysis. I urge you to reject Idaho Power's study
and look to Crossborder's study as a more accurate measure of the value (to ALL ratepayers) of customer-owned
solar power.

I tried and tried to get help for my Bill's electric and gas they said get energy assistance so when I tried el ada was
being run buy DICK A GUY who hated me ! So he told his guys to not help me, not only did they not help they
blew the breaker and instead of fixing it or resetting it they just "plugged their drill into another outlet" but When I
came home from the hospital a week later my deep freeze had rotted all the food! well I tried to get free solar they
said you have bad credit and when I got my bills and only had 1 mortgage up and current and no other debt but
utilities paid they said and dont make enough money you have to get$50,000 K a year I only get $18K a year and so
even though I need it I will ber get it so why try why keep dreaming of having nice things I am a widow homebound
in wheel chair my husband went home to JESUS so it is there that I will be in a nice place PRAISE GOD

Dear Idaho Public Utilities Commission,
I am a homeowner in Ada County with solar panels. My husband and I invested in the panels in 2020 because we
are deeply worried about climate change and the future of a warmer planet for our two young boys, Will age 11 and
Jack age 9. We felt that putting in solar panels was one thing we could do to help on an individual level and we
spent $32,000 for installation, a significant cost to our family.
When Idaho power chooses to undervalue (by fives times) the energy produced for solar panels and proposes to
slash the compensation rates for solar panel owners I believe this will discourage other Idahoans from investing in
solar panels. Idaho Power has also neglected to consider the benefits of solar power such as the long-term hedge
against volatile natural gas prices and avoiding the rate impacts of carbon emissions.
I am asking that you please do not approve approve Idaho Power's inadequate study to justify slashing compensation
rates to rooftop solar owners by over 60%.

Thank you for the opportunity to submit comments regarding case #IPC-E-22-22, IdahoPower Company’s application to complete the study review phase of the comprehensive studyof costs and benefits of on-site customer generation.
In its independent analysis, Crossborder Energy identifies a number of costs and benefits thatare quantifiable, measurable, and affect rates. After including these important variables andapplying sound analysis, they concluded the export credit rate should be much greater thanwhat Idaho Power concluded in its VODER study.
I encourage you to ask Idaho Power Company to redo the VODER study to include all factorsthat affect the price of customer generated solar power.

Comment: "Idaho Power now proposes (from VODER Study) that the value of home solargenerated electricity is actually worth far less (2.7 and 4.0 cents per kWh) than presently
calculated and hence they propose to reduce the credit that solar energy gives to the powernetwork. I strongly disagree with their study and proposed changes. If approved by the PUC,
solar home owners would be compensated at a much lower value than what they pay forelectricity – making solar less attractive. The Voder study is flawed because it underestimates
several avoided costs of customer-owned solar including avoided generation capacity andavoided transmission and distribution costs. It also fails to account for the avoided
environmental costs of installing more customer generated solar. If the proposal is approved itwill mean using more carbon sources such as fuel from coal, resulting more adverse
environmental impacts across the West. It may, also, result in the need for costly new generating facilities and/or additional up-grading of existing facilities...both very expensive
alternatives than solar. a If approved by the IPUC the change is really a fine levied to existing homes that installed solar as well as a negative factor for home owners looking into installing
solar. Home-based solar helps the Idaho Power customers, as a whole. The rate of compensation, including the net-metering system should remain at least as high as it is now.
The study by Crossboarder Energy found that the net-metering rate should be 14-18 cents per kilowatt power. Idaho Power and the State of Idaho should be encouraging all solar generated
electricity. Thank-you for considering these comments."
