Dear Idaho Public Utilities Commission,
Please look carefully at the independent study conducted by Crossborder Energy, which points out several
shortcomings in Idaho Power's own study on the costs and benefits of customer-owned rooftop solar. Idaho Power
will use this study to justify trying to reduce compensation rates to solar owners. To arrive at fair rates, we first
need a fair study.
Crossborder's study states, "We conclude that Idaho Power?s choice of assumptions and calculation methods
significantly undervalue the five components that the utility quantified. We present our own calculations of an ECR
with these five elements. In addition, the VODER Study fails to quantify important benefits of distributed solar that
the Commission directed the utility to analyze in Order No. 35284 -- benefits that are known and measurable, will
impact rates, and will benefit Idaho ratepayers and citizens.?
Idahoans deserve solar rates based on a more fair and complete analysis. I urge you to reject Idaho Power's study
and look to Crossborder's study as a more accurate measure of the value (to ALL ratepayers) of customer-owned
solar power.

In its independent analysis, Crossborder Energy identifies a number of costs and benefits thatare quantifiable, measurable, and affect rates. selves to invest in renewable energy like rooftop solar. Idaho Power's attempt to cook the books to make rooftop

This is about fairness and honesty. Those of us who invest in solar on our homes, businesses and land deserve fair
treatment for the value of our investments to the grid. Idaho Power must be a team player in this transformation as

I am an Idaho Power customer living in Boise. I am a new homeowner trying to make economically and
environmentally smart decision regarding my home and energy use.
I am very concerned about Idaho Power's newly published cost-benefit study on rooftop solar. It underestimates the
value of solar by intentionally excluding measurable environmental and related benefits that impact customer rates.
This threatens fair compensation for Idaho families, businesses, farms, schools, and other local entities that benefit
from locally-owned solar.
Please reject Idaho Power?s study. Use a study that utilizes up-to-date data and includes ratepayer benefits such as
avoided carbon emissions costs and avoided fuel price risk. I have seen the Crossborder study findings compared
with Idaho Power's study and have been so disheartened at how unfairly Idaho Power has underestimated solar
compensation rates. Please take the Crossborder study into consideration.

Thank you for the opportunity to comment. When approached from a long term view, Idaho Power should be setting net metering ratesthat are economically tenable for both homeowners and themselves. In order to mitigateclimate change as a society we need to be providing alternative energy at scale. As such, IdahoPower should consider a net metering rate that would encourage - if not maximize -homeowner solar. The stakes are too high for a utility to try and hold a monopoly on powergeneration in an attempt to increase profits. Comment: "I have solar power that feeds the ID Power grid. We installed on our new house about 5 years ago because it was the socially responsible thing to do. It cost a lot and while we
save money every year on our electric bill, we have a very tight house and newer, efficient appliances and it will be years before we recoup our investment. Fair and equitable are words
ID Power likes to use. What is fair and equitable and responsible is encouraging customers to pursue solar and other clean energy options, subsidizing them even, because the broader costs
of unclean energy will traumatize all of us. We already see the effects; heat, wildfire, smoke, drought affecting health and the economy… the fair and equitable action by ID Power is to
acknowledge that solar has value beyond just its kilowatt contribution. The independent study makes many additional excellent points regarding the “real value” of the solar generation. ID
Power is a PUBLIC utility. It is supposed to work for the public good. So, I oppose the ID Power position. "
