Comment: "I am writing to provide comments on the study ID Power had done regardingcompensation for rooftop solar sent back to the grid. Idaho Powers choice of assumptions and
and calculation methods significantly undervalue components that the Utility quantified. IdahoPower's study fails to quantify important benefits of distributed solar that the Commission
directed the utility to analyze. Utility benefits include: 1) more locally produced solar energyreduces the need for Idaho Power to generate its own energy or energy purchased on the open
market. 2) reduces the need for Idaho Power to build new power plants and transmission linesto meet peak demands. Local power is exported to the grid while typically about 1/2 is
consumed on site. More locally produced solar energy would reduce Idaho Power's exposureto future taxes on carbon emissions, which affects rates for all ratepayers and would help ID
Power meet its clean energy goals. 3) more locally produced solar energy reduces the need forID Power to upgrade and maintain its power lines. more locally produced solar energy reduces
Idaho Power's energy losses which occurs naturally when energy travels long distances onpower lines rather than consumed locally. 4) more locally produced solar energy reduces
demands from society due to climate change, improves public health, boosts the localeconomy, and improves energy resiliency. The study came back with a value much lower than
what they pay owners now. The study is inadequate, Idaho Power left out important benefits inits study, like the long-term hedge against volatile natural gas prices, like the war in Ukraine
that started this winter impacted prices of international fossil fuels prices this spring. Solarpower can offer a different source of electricity that avoids relying on those volatile prices. In
Florida when hurricane Ian hit the coast neighborhoods powered by solar panels with backupbatteries weathered the direct onslaught of the hurricane and the lights stayed on while those
without solar went dark. In Idaho, there’s a strong summer peak, meaning our biggest use ofelectricity is in the summer right when solar panels are at their most effective, so with a lot of
solar generation particularly owned by customers, we can alleviate the load on Idaho Power’ssystem and on the grid in general, producing more reliability on those hottest days of summer
when everyone is running AC, and agriculture relies on electricity to be productive. A faircredit rate will benefit both Idaho Power and rooftop solar owners and help Idaho power reach
its goal of zero emissions. Idaho Power said it supports rooftop solar and fair prices for all,then take into account all the values of providing solar. A fair credit rate will benefit both
Idaho Power and rooftop solar owners. Let's get real and invest in real benefits such as locallyproduced solar that will help move the needle towards clean energy and zero emissions. Its
energy we can relay on that is not subject to the volatility of natural gas and will move Idaho Power more quickly to reaching its zero emissions goal faster. It will also benefit rate payers
and help reduce carbon emissions. "
