Dear Idaho Public Utilities Commission,
Please look carefully at the independent study conducted by Crossborder Energy, which points out several
shortcomings in Idaho Power's own study on the costs and benefits of customer-owned rooftop solar. Idaho Power
will use this study to justify trying to reduce compensation rates to solar owners. To arrive at fair rates, we first
need a fair study.
Crossborder's study states, "We conclude that Idaho Power?s choice of assumptions and calculation methods
significantly undervalue the five components that the utility quantified. We present our own calculations of an ECR
with these five elements. In addition, the VODER Study fails to quantify important benefits of distributed solar that
the Commission directed the utility to analyze in Order No. 35284 -- benefits that are known and measurable, will
impact rates, and will benefit Idaho ratepayers and citizens.?
Idahoans deserve solar rates based on a more fair and complete analysis. I urge you to reject Idaho Power's study
and look to Crossborder's study as a more accurate measure of the value (to ALL ratepayers) of customer-owned
solar power.

Comment: "I would like to support Crosborders Energy report and methods for determining a fair price for roof top solar. I feel there is great value for our future by encouraging more roof
top solar. Pricing the energy value as low as Idaho Power suggests will really slow the installations and I think we will all loose in that scenario. Please reject Idaho Power’s report

Comment: "We installed solar panels when we built our home in 2016 because we wanted to do our part to help save our environment, as well as reduce utility costs. It was a huge
investment upfront for us, but worth it. We believe all levels of government, businesses, and individual citizens should do their part to help save our world. The decisions should not be
made based solely on profits. Our environment is changing; it is undeniable and we all should be encouraging, not discouraging people to take action. Idaho Power should not be allowed to
"science shop" to try and line their pocket books. Idaho Power should be trying to help promote solar investments and help more families make that investment to decrease our
demand on power."

Comment: "I've been disappointed in the past to hear from friends, who own solar panels, that your company has worked to lower rates they are paid, which negatively impacts their
investment in the panels and when they thought they would recover the cost. I gave you the benefit of the doubt that the issue is likely complicated, that solar panels may not be easy to
incorporate into your grid, and that you have a bottom line to meet. Shortly thereafter, you ask customers to invest in your solar panel farm and didn't even offer any financial benefit to the
investors that I could see. REALLY? You discourage customers from buying them and then build your own solar panel farm and want those same customers to cover the cost? Now, I'm
reading that the study you arranged may have been purposely one-sided. I haven't taken the time to carefully research all of these issues, but from the surface, some doesn't smell right. I
would expect a public utility, in an area of unbelievable growth and rising climate temperatures, to encourage customers to purchase solar panels and to invest, with the potential
of some financial benefit to their own power bill, in solar farms and to support studies that all parties agree are well done."
