Thank you for taking into consideration the third party study that proves solar energy provides an economic value to
Idaho Power far above the 3.8cents that are claiming.

Please look carefully at the independent study conducted by Crossborder Energy, which points out several
shortcomings in Idaho Power's own study on the costs and benefits of customer-owned rooftop solar. Idaho Power
will use this study to justify trying to reduce compensation rates to solar owners. To arrive at fair rates, we first
need a fair study.
Crossborder's study states, "We conclude that Idaho Power?s choice of assumptions and calculation methods
significantly undervalue the five components that the utility quantified. We present our own calculations of an ECR
with these five elements. In addition, the VODER Study fails to quantify important benefits of distributed solar that
the Commission directed the utility to analyze in Order No. 35284 -- benefits that are known and measurable, will
impact rates, and will benefit Idaho ratepayers and citizens.?
Idahoans deserve solar rates based on a more fair and complete analysis. I urge you to reject Idaho Power's study
and look to Crossborder's study as a more accurate measure of the value (to ALL ratepayers) of customer-owned
solar power.

Comment: "Since the Fed Gov is pushing hard for EVs the current production will not keep upwith the demand which will increase with population and industry increases in Idaho. More
power demands will require Idaho Power to build more power plants (hydro, nuclear, fossil,solar, or wind) or purchase from other utilities at great expense. Roof top solar can help soften
those expenses and help during peak load demands. There is talk of removing dams andshutting down fossil power plants which will futher increase the need for other sources of
power. Roof top solar is not cheap, even with tax incentives! Idaho Power will benefit fromthose systems without additional infrastructure. Excess roof top production can be used by
Idaho Power during peak demand. Customers with roof top solar are planning ahead for thefuture costs of power. They should be compensated fairly for their power to help with their
installation expense. Idaho Power should get into the business of installing roof top solar. Thatway less farm land would be used for solar systems."

Comment: "We installed solar several years ago based on the rate schedule effective at thattime. To change reimbursement rates at a subsequent time doesn’t seem equitable. It would be
comparable to taking out a loan at a fixed interest rate and then several years later change thatrate. If rates were to change, existing customers should be grandfathered at the rate effective
when they installed their system. New customers could use new rates if/when they areestablished. Thank you "

Comment: "I feel that solar panel owners are not treated fairly by Idaho power. My bill this past month was $70 in fees that Idaho power tacked on. My usage was not higher than the
month before. I feel that if I am using solar panels I should not be charged the fees. I am actually contributing to our community. I hope we can be compensated fairly in the future."

Comment: "It is important that Idaho Power not betray the trust of the customers that have invested in solar power here in Idaho. I am one of those customers and installed a solar rooftop
system. To change the program under which solar was installed is wrong and will bring hardship to many of Idaho Power customers that have made the good sense choice to limit
their carbon footprint. Further, moving from net metering will discourage others to utilize solar to meet their energy needs. Local solar owner's deserve fair compensation for providing
numerous benefits to Idaho's energy system. Solar generation is an important part of our energy system and with the PUC's encouragement could supply energy to many of our
citizen's. It is important to look at the big picture and Idaho Power continues to take a parochial and limiting view of solar generation in this state. "
