Comment: "I believe those who are solar customers, and who are net metering, should be compensated on a 1:1 kWh basis. Idaho Power benefits by selling power to other customers.
This sale is made with electrical production facilities they don't have to maintain, nor had to purchase up front. The upfront cost of the solar panel array should be taken into consideration
when deciding how to calculate a "fair" compensation rate. I realize grid maintenance and upgrades must be addressed, but not at the cost of those supporting the grid with clean energy.
I bought my solar panels with a specific policy from Idaho Power at the time, and with that understanding, I sized my array accordingly. I now have a sunset/ grandfather clause, and will
probably retire the array at the end of that time; no longer contributing to the grid, as it won't be worth the compensation offered. Nothing should have changed between existing net
metering customers and Idaho Power, as typical usage and electrical contributions didn't change."

Dear Idaho Public Utilities Commission,
Please adequately compensate solar power providers
Please look carefully at the independent study conducted by Crossborder Energy, which points out several
shortcomings in Idaho Power's own study on the costs and benefits of customer-owned rooftop solar. Idaho Power
will use this study to justify trying to reduce compensation rates to solar owners. To arrive at fair rates, we first
need a fair study.
Crossborder's study states, "We conclude that Idaho Power?s choice of assumptions and calculation methods
significantly undervalue the five components that the utility quantified. We present our own calculations of an ECR
with these five elements. In addition, the VODER Study fails to quantify important benefits of distributed solar that
the Commission directed the utility to analyze in Order No. 35284 -- benefits that are known and measurable, will
impact rates, and will benefit Idaho ratepayers and citizens.?
Idahoans deserve solar rates based on a more fair and complete analysis. I urge you to reject Idaho Power's study
and look to Crossborder's study as a more accurate measure of the value (to ALL ratepayers) of customer-owned
solar power.

Comment: "Good Morning, I installer a 7.2kw solar system last month and just watched Idaho Power's presentation on their proposed changes to net metering. My system will never pay for
itself under the proposed changes and it's counterintuitive for me to generate more power than I'll use but still pay a sizeable bill under the changes. Idaho Power needs to adjust the $5 fixed
fee to whatever it actually costs for maintenance on the lines for all customers. Then reduce the KW hour rate for everyone as well. Say the $5 goes to $15 and the average rate drops from
8 cents to 7 cents. This way Idaho Power is being compensated regardless for their service and everyone shares in lower overall energy costs. The goal going forward should be for nearly all
Idahoans to be able to afford rooftop solar for daylight power usage and then we can you hydroelectric at night. This would produce cheap and 100% green power. "

Comment: "As customers of Idaho Power I am hoping that the members of the Idaho PublicUtilities Commission will have the wisdom and foresight to realize that by changing the
Export Credit Rate for customers with solar panels they will be eliminating a source ofelectricity that will be more important every year. As more people move to Idaho and the
energy demands increase every possible source of electricity should be sought after. Bychanging the ECR the average homeowner will not be able to justify the expense of installing
solar panels as they will not be paid off by the time they have expired. I urge you in thestrongest possible way to continue a kWh credit for every kWh generated. We continue to pay
a $5 monthly service charge which should be our share of the cost for maintaining power linesand staffing. Thank you. L. Zufelt"

Comment: "Please use the study by Cross Border Energy, an independent 3rd party, whenconsidering rates for home solar generation. Idaho Power has proven time and again that they
don't look at the issue objectively, and have even claimed damage to other rate payers fromhome solar generation. They have a clear conflict of interest and continue to attempt to line
their pockets through their constant push to low-ball the value of home generation.Additionally consider that the people who put solar on their homes are the same people most
likely to buy an electric car, which can help store excess power, reducing the load on the gridat peak consumption periods by feeding that stored power back to their house. Please also
consider that roof top solar also helps with improving wave shape and fluctuations in voltages on the neighborhood level. Please don't let Idaho Power low-ball the homeowners who have
elected to install a renewable energy system on their property! Damaging motivated homeowners is no way to increase renewable energy production in our state."
