Comment: "I generated over 800 megawatts of excess power last year. I haven't been paid for any of it. It cost me around $9,000 to install the solar system on my house. I still have to pay
5.24 a month to be be connected to the Idaho Power grid even though they are making money off the excess poser I generate. Doesn't seem right for a PUBLIC Utility to be taking advatage
of it's customers. "

Comment: "Having just installed--at significant cost--rooftop solar, we are disappointed in Idaho Power's posture toward changing the rate they pay us for the electricity we feed back to
the grid. I absolutely support the idea that the grid upkeep and maintenance is a distributed cost that we should all shoulder, but they should look hard at their approach. With the
Treasure Valley growing like crazy, and the increasing awareness of the need to lessen fossil fuels, we have done Idaho Power a service by buying them time to develop better strategies.
To tell us how expensive it is because of all their massive embedded costs, to gloss over their foot dragging on strategic planning and thinking is a slap to their consumers. Endless flowery
language masks simple ratcheting and bait and switch pricing strategies. They carry the arrogance of the legacy company able to act with impunity. Time to put the brakes on and
demand that they go back to the drawing board, and put customers first."

Dear Idaho Public Utilities Commission,
Please look carefully at the independent study conducted by Crossborder Energy, which points out several
shortcomings in Idaho Power's own study on the costs and benefits of customer-owned rooftop solar. Idaho Power
will use this study to justify trying to reduce compensation rates to solar owners. To arrive at fair rates, we first
need a fair study.
Crossborder's study states, "We conclude that Idaho Power?s choice of assumptions and calculation methods
significantly undervalue the five components that the utility quantified. We present our own calculations of an ECR
with these five elements. In addition, the VODER Study fails to quantify important benefits of distributed solar that
the Commission directed the utility to analyze in Order No. 35284 -- benefits that are known and measurable, will
impact rates, and will benefit Idaho ratepayers and citizens.?
Idahoans deserve solar rates based on a more fair and complete analysis. I urge you to reject Idaho Power's study
and look to Crossborder's study as a more accurate measure of the value (to ALL ratepayers) of customer-owned
solar power.
