Dear Idaho Public Utilities Commission,
Outrageous! Making alternative and sustainable energy more expensive increases climate change damage by using
your heavy monopolized power to further reduce the opportunity to save salmon etc. Greed , greed greed,
indifference to human and wildlife health and lobbying corruption are at the heart of this. Shame on you.
I am very concerned about Idaho Power's newly published cost-benefit study on rooftop solar. It underestimates the
value of solar by intentionally excluding measurable environmental and related benefits. This impacts customer
rates and threatens fair compensation for Idaho families, businesses, farms, schools, and other local entities that
benefit from locally-owned solar.
Please hold in-person public hearings in multiple locations across Idaho Power?s service territory (and offer virtual
video options and a weekend option) to ensure as many people as possible can participate in this critical proceeding
and share their concerns directly with the Commission.
After gaining an understanding of public concerns and the technical flaws in the study, I urge you to reject Idaho
Power's study. Idahoans deserve solar rates based on a more fair, credible, comprehensive, and complete analysis.

Comment: "I was notified that Idaho Power has a Customer Generation Study. I am one of theGenerating Customers. I have tried to understand what Idaho Power is proposing regarding
how it handles the power I generate until I need it and how it counts the additional power Ipurchase from them. I am at a loss for what they are trying to achieve. I have tried to track my
usage vs generation for the past 20 months. At the end of last year, I contacted Idaho Powerand spoke with a representative about the fact I could not make my data balance. This
included data on my bill and usage data from Idaho Power that did not match. The onlyexplanation I received was that this was due to the hourly monitoring of usage. It is my
opinion that before Idaho Power makes any changes to billing or cost to customers, we need tounderstand how there could be two sets of data for one customer. I know that I would like to
understand how my bill, usage, and generation do not balance. Thank you for your attention.Sherepta McLeod"
