Comment: "I agree with the assessment by the Sierra Club. I feel that Idaho Power’s study is disingenuous. The study fails to include the cost of avoided carbon emissions, which then
falsely justifies a much lower rate for energy that would be exported from customers with rooftop generation. Existing households should AUTOMATICALLY be grandfathered into
the existing rate system, as the cost-basis analysis at the time of installation must remain intact--otherwise, households become victims of a "bait-and-switch" policy. Given the
enormous hit to the country's electric grid from loss of generating capacity from Lake Mead & Lake Powell, Idaho Power should be supporting independent power generation, not trying to
squash it. "
