Chinden Blvd. Boise, ID 83714 August 18, 2022 Re: Case # IPC-E-22-22, Idaho Power VODER Study Hearing Request Dear Commissioners, As solar installation and distribution companies servicing thousands of Idaho Power customers across southern Idaho and eastern Oregon, and employing hundreds of local residents, we write to you today to request a robust public input process for evaluating Idaho Power’s Value of Distributed Energy Resources (VODER) Study, which will impact everyone involved with our businesses. Specifically, we urge you to hold multiple public hearings at different venues across the state and at different times (including a weekend). This will assure that as many people as possible have a chance to attend and share their perspective. There are numerous customers and other interested parties who live in the Pocatello area, Twin Falls area, Ketchum area, McCall area, and even the Ontario area1 who will be impacted by the outcome of this case. Holding public hearings in each of those locations would provide a fair and reasonable opportunity for those individuals to speak directly with the Commission without having to drive for several hours to the PUC Office in Boise, likely followed by waiting for several more hours in a long queue to finally testify. Sincerely, Tyler Grange Owner Idahome Solar 1 OR statute 757.300(9) exempts Idaho Power customers from Oregon state net metering law (as long as Idaho Power has fewer than 25,000 Oregon customers) and places them under the jurisdiction of the Idaho PUC. It seems like a gross abuse of those who have paid a very high price to install panels on their property. I will again question the $5.00/month service charge that we are required to pay in spite of the amount of electricity we provide. We will be required to pay $5.00/month in perpetuity. This monthly service charge should cover our part of the maintenance of the power lines and office staffing. Again, I remind you that Idaho Power obtains the electricity we create at no cost to them. Once the Export Credit Rate is reduced, the number of customers inclined to consider paying the high price for solar panel installation will also be reduced substantially. Idaho Power will forever lose the increased electricity that they could have relied on in times of greatest need. I urge you to deny the request to change/LOWER the Export Credit Rate. Such a decision will lead to serious regrets in the future. Thank you. It appears they take into consideration the hard cost they incur changing there pay out rate for solar for a valued cost of 8 to 10 cents down to 2 to 3 cents . I would assume I could have batteries installed and then totally pull off of Idaho powers grid. I'm not a lawyer or even that smart of a guy but how are we not dabbling in a monopile if this can not be done." ------
