Dear Idaho Public Utilities Commission,
I am very concerned about Idaho Power's newly published cost-benefit study on rooftop solar. It underestimates the
value of solar by intentionally excluding measurable environmental and related benefits. This impacts customer
rates and threatens fair compensation for Idaho families, businesses, farms, schools, and other local entities that
benefit from locally-owned solar.
Please hold in-person public hearings in multiple locations across Idaho Power?s service territory (and offer virtual
video options and a weekend option) to ensure as many people as possible can participate in this critical proceeding
and share their concerns directly with the Commission.
After gaining an understanding of public concerns and the technical flaws in the study, I urge you to reject Idaho
Power's study. Idahoans deserve solar rates based on a more fair, credible, comprehensive, and complete analysis.

Comment: "The more I think about it the more I am disappointed with Idaho Power's desire to reduce the compensation for solar panel customers who provide electricity that Idaho Power
can sell to other customers. The $5 service charge that we pay every month should cover our share (as 1 of over 600,000 customers) of the cost for maintenance of power lines and staffing.
We are obligated to pay the service charge every month, and now Idaho Power decides that paying us a fair price for the electricity we generate at no cost to Idaho Power is unreasonable.
The expense of installing the solar panels was great, we thought it would be worth it if we could recoup the expenditure before the panels expired. Cutting the compensation would make
that impossible. What will Idaho Power do when no one installs solar panels and they cannot supply the energy needed for their increasing customer demand? I urge you to deny this money
grab by Idaho Power. Thank you."
