We are Idaho Power customers. Although we don't fully understand decisions being made in regards to
the above solar study, we understand enough to realize that Idaho Power appears to feel threatened by
the competition of solar alternatives. My husband and I do not have solar power at our home and are not
planning to change that because of the substantial cost, but we do realize the need for people to have
other options as our world reduces it's reliance on oil and gas. It's been indicated that electricity won't be
able to handle the additional demand.
Any attempts to hinder the development, sales, or growth of the solar market needs to be clearly
explained to and understood by Idaho Power consumers. Therefore we are joining those who are
requesting public hearings.

underestimates the value of solar by intentionally excluding measurable system benefits. This threatens fair compensation for Idaho families, businesses, farms, schools, and other entities
that benefit from distributed solar generation. I am concerned that current and future solar owners will be unfairly compensated and this will discourage the installation of customer
generation. I believe the public needs to have a voice in the PUC’s consideration of Idaho Power’s rooftop solar study. Please hold in-person public hearings in multiple locations across
Idaho Power’s service territory. And, offer virtual video options and a weekend option to make this critical proceeding accessible to as many people as possible so they can share their

Comment: "Hi. My names is James Flynn. I moved to Caldwell from my previous home in Southern California. When I retired from the Sheriff's Department in December of 2015 and
was hoping to immediately move up to Idaho. That is because my brother and his extended family had, at that time, lived up her for many years. And during my visits I found that I loved
the Idaho culture, it was much different than the culture in California. However, due to a diagnosis of cancer I decided to stay in California with the doctors I knew until the cancer was
in remission. And I finally moved up here in December, 2020 and have been an Idaho Power customer ever since. And, over the years (I grew up in California), the California
governmental and quasi-governmental (governmental regulated) agencies have become bloated and, I believe, less responsive to the people they are paid to serve. I hope I am wrong
but, just in the short time I have lived in Idaho, I am concerned that Idaho may be starting to go the same direction. According to your website, your goal is the "clean" generation of
electrical power by 2045 I believe. As I understand, the residential solar net metering structure is very important in helping to meet that goal. Therefore, I hope you will continue to support
residential power generation, through solar panels, to help yourselves and all of us meet that 2045 goal."

Dear Idaho Public Utilities Commission,
This issue goes beyond ID Power, it is also a state issue. When I personally installed rooftop solar on my home,
Idaho DBS made it super difficult during the permitting process, a Jimmy Stansel was a major roadblock. Solar
installers know who this person is and do not have a positive opinion of him. Hopefully he is no longer involved in
solar permitting.
ID Power also needs to step up and help keep solar affordable, how else are we to transition to cleaner energy??

Comment: "Hello IPUC, Idaho power attempt to add unreasonable calculated avoided cost to"buy" small home onsite generation solar at a quarter to less than half of wholesale market rate
is an attempt by a monopoly to keep their stake in the production market. As Professional civilengineer for the Bureau Reclamation, one of the largest publicly funded power producing
entities in the West, I see it ridiculous that power company can lump all these "avoided cost"to target producers that make less than 0.05 percent of the entire production. It is akin to Idaho
drivers blaming bicyclist commuters on small neighborhood roads (who make up less than 3percent of the entire transportation) for congestion on the major highways and interstate.
While I completely familiar with and understand the infrastructure cost of maintaining highvoltage transformers, power lines, and other power related cost like powerplants, blaming
small 7kwh roof top solar production, is pennies in the grand scheme of production cost. Youcan not saddle every cost on one type of generation. As an engineer who inspects federal
hydro electric facilities along the Snake and Columbia rivers, I find it comical that IdahoPower and Idaho Legislatures are going after the smallest generation, when Bonneville Power
Adminstation markets there hydro production at low cost for the complete benefit of thepublic. This publicly traded power is the power (primarily from the Corp of Engineers and
Grand Coluee Dam) that Idaho Power generally buys on the market that is shared across manytimes federally (WAPA, BPA) power lines. The small solar guy living in the Treasure Valley
is not generating enough to even leave there neighborhood, so they negate the high leveltransmission "avoided cost". This study is completely flawed is only an attempt to reduce solar
generation at the benefit of Idaho Power market. It's the same reason there is on-sitegeneration caps of 25 kwh was created by the Idaho Public Utilities Commision and state
government to prevent any further small power development by small companies in rurallocations throughout southern idaho. IN A TIME when HVAC systems and electric cars are
being installed and increasing demand, and Idaho Power risk not meeting peak demand at thehighest loads in summer, I find it foolish to cap and reduce small generation. This study is a
failure of sound engineering judicious for political and monetary gains and fails to look at thelarger issue of overall generation capacity throughout the state and grid diversity. Idaho Power
"goal" to "provide 100% clean energy by 2045 builds on its long history as a clean-energyleader that provides reliable service at affordable prices" is ludicrious if they are to chop and
gut the entire market of small capacity generation by only selling (via credits) the power backto its customers at 2-3 cents per kwh is a larger market force than 'clean power'. Please reject
this study that looks to put the entire market on the backs of the smallest energy generation. Ultimately Idaho Power attempt to reduce on-site solar generation will ultimately reduce
overall production in areas like the treasure valley and raise our lowest rates in the country as demand continues to grow. Respectfully, Nathan Morgan, P.E."

residents from exercising their right to energy independence.
Slashing compensation rates to local solar owners by over 60%, making solar power less affordable for Idaho

But first things first: we need equitable and accessible public hearings in multiple locations and days (including a
weekend option)! Local residents in Pocatello, Ketchum, Twin Falls, McCall, or even Ontario shouldn't have to

Comment: "Idaho Power routines asks people to turn off their AC during peak hours, and has
a program where they can do it for you, as well. They also have a time of day plan. So Idaho Power knows about peak hours loads, and prices accordingly. This means that they know the
benefit of solar power adding back into the grid. It's pretty disingenuous for them to move towards a model that doesn't allow consumers to reap the benefit of adding to the grid. Any
rule that effectively removes or swallows all the benefit of net metering simply creates a monopoly. And that's not good for consumers, whether we have solar or not. Net metering
should be left in place. And Idaho Power should not be able to charge fees or anything that would significantly curb solar or wind. Thank you Jeff Taylor"

transmission lines and service personnel. You might be able to take advantage of thecustomers like me who installed solar panels, but when the demand exceeds your capacity

Comment: "As one who invested in on-site power generation and given the monopoly IdahoPower enjoys I have no alternative but to sell excess power to Idaho Power. The excess power
I sell should be purchased at the same rate I purchase from Idaho Power. By my investment inpower generation I've enabled Idaho Power to avoid additional power generation investments
and leverage a "green" source of power. If Idaho Power prioritized its customer's interests firstit would provide an incentive for more customers to invest. Think of all the available roofs
within Idaho Power's service area that could be generating power, every day. It wouldwonderful if case IPC-E-22-22 could be summarized, in plain english, without industry jargon,
so that those who are not public utility experts can understand the intent of the study, itsfindings, recommendations and outcomes. There are more TLA's used than I've encountered
any where. Thank you"
