Dear Idaho Public Utilities Commission,
My family and I spent a lot of money to put solar panels on our house to do our part to fight climate change. We
expect the Idaho PUC to continue to support the transition to solar power in our community. this is one step many
of us can do to transition away from fossil fuels. the Idaho PUC should support this effort while something can still
be done to avert massive disasters caused by climate change.
I am very concerned about Idaho Power's newly published cost-benefit study on rooftop solar. It underestimates the
value of solar by intentionally excluding measurable environmental and related benefits. This impacts customer
rates and threatens fair compensation for Idaho families, businesses, farms, schools, and other local entities that
benefit from locally-owned solar.
Please hold in-person public hearings in multiple locations across Idaho Power?s service territory (and offer virtual
video options and a weekend option) to ensure as many people as possible can participate in this critical proceeding
and share their concerns directly with the Commission.
After gaining an understanding of public concerns and the technical flaws in the study, I urge you to reject Idaho
Power's study. Idahoans deserve solar rates based on a more fair, credible, comprehensive, and complete analysis.

been living in Nampa for almost 7 years and am proud to be part of the community. I was sent a couple form letters, just to be honest, and I am very concerned about Idaho Power's newly
published cost-benefit study on rooftop solar. It underestimates the value of solar by intentionally excluding measurable environmental and related benefits. This threatens fair
compensation for Idaho families, businesses, farms, schools, and other local entities that benefit from locally-owned solar. I care about these issues for several reasons. Like this form
letter suggests, reducing the needs of relying on the power grid that spans the area, it does help the environment on many levels. On a more personal note, I would consider this stealing from
me if this were to pass. My solar panels produce nearly 13kW/hour. Enough to cover the needs of my house. Any excess just adds to the power grid. I do not get any return for that extra and I
am fine with that. If I were to have to pay to use the solar I produce to feed the pockets of the rich, would that not be considered stealing? I paid for these panels outright. Part of my focus
the last few years was to set up my household for retirement. This idea goes against that in a big way. Please hold in-person public hearings in multiple locations across Idaho Power’s

benefit from locally-owned solar. My home uses and energy efficient geothermal system for heating and cooling, no gas. This requires more energy to heat than to cool. I produce enough
energy for my home each year, but he majority of this power is produced during peak usage hours during the summer. This is when energy premiums are high due to high usage. They are
able to use my extra energy to power other houses when they need it most. I then use these energy credits to heat my house in the winter when energy is less expensive. This sounds like
a great deal for Idaho power. They credit me 1 hour for every hour I give them. But they get access to my energy when it is a higher price than when I use my energy credits. Other home
systems are likely functioning similarly. They are generating the most energy during the summer when usage is high due to A/C usage. Idaho Power reaps the benefits of this. Please

(Firefighter) and a business manager. We looking into solar after seeing the successful transition by several neighbors. We urge you to hold public meetings through IDaho Power
service area. This meetings should include video access evening and weekends to include as many as possible. This is one of the most important decisions you will make. You are
effecting the future of solar energy which is the foundation of energy independence, climate warming and most important, extending the reach of the current grid to accommodate our
extreme growth without major energy plant construction. As we hear talk of breaching dams and continued drought we have to face an uncertain future of hydropower. We have watched
neighboring states see water levels drop to where their hydropower is useless. Going solar will cost us $24,000. Our excess will flow into the grid for Idaho Power to sell. Why should we not
be compensated for it. In the long run we are making it possible for them to put off the financial investment of addition plants. They have not been hurt financially by the current
system. Their profits are way up. Now is not the time to look backwards instead of forward. This is the time for state government and Idaho Power to harness the roof tops and do
everything possible to encourage solar energy homes. A viable electric grid for Idaho in the future will require all forms of green generation. Roof top solar will be an important player.

Idaho. My husband and were career professionals with the U.S. Fish and Wildlife Service untilwe recently retired. We have two grown sons and are empty nesters. We moved out to the
country to live on a small farm where we grow vegies, chickens and eggs, fruit and berry treesand shrubs and about one acre of native grasses, pollinator flower gardens and 3 acres of
pasture grass that we supply to the local community. We are trying to live a sustainable way oflife in our retirement years on our little farm. We conserve water by using drip irrigation and
other non-flood irrigation practices. We installed and new heat pump that uses ground waterfor heating and cooling and in 2019 installed Solar Panels on our new shop roof to offset our
energy consumption with solar power. We are very concerned with Idaho Powers newlypublished cost-benefit study on roof top solar. It underestimates the value of solar by
intentionally excluding measurable environmental and related benefits. This threatens faircompensation for our family and all other Idaho solar families, businesses, farms, schools and
other local entities that benefit from locally owned solar. We care about these issue becausewe are certainly working to be as sustainable as we can be and we are concerned about both
our abundant natural resources as well as our scarce ones hear in Idaho and for that matter theU.S. and the world. We have invested in solar as a way to do our part in living in a more
sustainable fashion and to contribute to our local community. This was not cheap but we wereassured that we would continue to keep our extra generated energy saving credit to be applied
to our bills. Farming is not easy an cost of energy is a big factor. We feel Idaho Power is onlylooking at their stockholders bottom lines. We feel they are attempting a bait and switch. They
say they are doing good things to reduce water use by offering solar and to help Salmon? Thenthey say oops we are raising your rates. They say we have not helped pay for the infrastructure

Comment: "In reference to IPC-E-22-22 I write these comments from a residential solarcustomer. Having worked through multiple attempts with Idaho Power to reduce my power
costs, I find this hail marry attempt so outrageous for a multitude of reasons I will highlightbelow. This net metering issue started years ago with ID Power "claiming" a $145k annual
shortfall from the net metering rate class at that time. I will preface my below comments withthe fact that today this rate class still today makes up less than 1.5% of the total rate payer
population that ID Power serves. This felt from the start back in the first net metering rate caselike a clear attempt to limit future competition and future growth of solar here in Idaho just as
it still does today. First, this study was ordered by the IPUC in such a manner that a generalconsumer without solar or utility industry knowledge could read and understand. They were
also tasked with using as current and accurate data as available and in this case the datarepresented for cost/kwh is grossly understated as rate/fees have jumped substantially along
with everything else economically since this study was first started and should have beenupdated prior to it's release to ensure on the surface any sort of fairness or accuracy. For these
reasons I feel from the start this is simply an invalid and outdated study and should berecognized as such by the IPUC in this matter. Hourly Netting Request-This is a huge issue as
the only party that benefits from this is of course ID Power. A solar customer under the currentmonthly netting structure has a clear checks and balances against accurate credit accumulation
and reporting and against what they were proposed from their solar provider in their initialestimates. Hourly netting strips a consumer checks and balances away from them which
simply cannot be allowed to happen. The other major issue here is ID Power pushed into lawthe Idaho Solar Consumer Protection Act as a way to hold solar providers accountable for
misrepresentation and misleading sales tactics and allow for the ID Att General to step in andbe able to have a clear legal route for consumers against solar providers. Yes, we have bad
apples in the solar industry and yes, they should be held accountable however this is true ofany industry but because solar is a direct competitor to Idaho's monopolistic utility this is a
constant driver/platform that ID Power has pushed as means to make these detrimentalchanges to net metering. The more critical issue here is having this consumer protection act in
place we are required to have many disclosure statements in order to even provide a solarestimate to any consumer. If hourly netting is allowed it leaves solar providers wide open to
lawsuits as providing an accurate estimate of a solar system payback becomes virtuallyimpossible as every ID Power rate payer uses power differently every hour seasonally here in
ID. Stripping back the layers this request by ID Power is a clear attempt to make solarproviders jobs nearly impossible and have to staff engineers to work through a customer’s
8760 hourly power intervals from the previous 12 months which is a hugely expensive andtime consuming exercise and sure to be wrong with so many other weather factors year to year
here in ID. I urge the IPUC to heavily question the true motives behind this request andmaintain the current monthly netting structure that has worked very well for many years. Lack
of Environmental Valuation-This study for many reasons is a clearly bias study for anyonewho has any knowledge of the local solar industry. For ID Power to not provide a value for
environmental impact that distributed solar does indeed provide is very short sided. Solarprovides an immense carbon reduction which yes is hard to truly measure but to just simply
skim over this section as they did should leave many questions for the IPUC in this discussion.Peak Demand Reduction-I and many others close to this industry find this attempt to gut the
solar industry at a time where the population is outracing what ID Power can provide at peakdemand times is laughable. The amount of continued added infrastructure needed to keep
providing reliable power and maintain an already outdated electrical grid to an ever-growingpopulation should involve solar heavily in a commonsense world. The values presented in the
study are not in line whatsoever with other comparable studies done in recent years. When asolar system overproduces every day during daylight hours that power is put to use at the
nearest draw which is always a neighboring property. To say that does not provide a immensevalue to any utility is simply wrong. Less transmission/distribution/line loss/and cleaner power
delivery to these neighboring properties with solar."

Comment: "I would first like to say I seriously doubt anyone will actually read this and seeing
how I have gone to and testified about a water case from my previous residence and having
the commission completely rule against the 24 homeowners and providing us with at the timethe most expensive water in the state of Idaho, I do not have high hopes of the PUC doing
anything but acquiescing to the monopoly that is Idaho power. I am a current solar powerowner. I put it in 3 years ago. I paid 28,000 dollars for my solar panels and it appears from
what Idaho power is asking, I will never ever, ever recoup the money that I put into my solarpanels. I mean am I really causing some sort of hardship for Idaho Power? I have no idea what
the future holds for power consumption and production but truthfully I cannot even fathomwhy every new home being built is not required to put solar on their house. But I mean really
why should we when we can keep burning natural gas to produce it? I do believe whatever thePUC decides they should at a minimum have a grandfather clause giving the current solar
panel users the ability to keep producing power and earning credits at the same rate that we areearning them now. These Solar panels should remain transferrable to new homeowners for the
resale of our homes. I say this because this is the deal that is or was in place when we had thepanels installed. I will make one promise though. If The PUC goes forward with Idaho
Powers' current plan. I will completely unhook from Idaho Power and install enough batterybanks to charge and run my home like I am off-grid. This is a travesty and shortsighted and
greedy. But what else can we expect from a bunch of Freedom-loving patriots? Please at aminimum consider installing a grandfather clause for current Solar owners and at a maximum
telling Idaho Power where they can stick it! You know where the SUN don't shine? "

Twin Falls Idaho nearly all my life. My wife and I have belonged to the Idaho Power programthat allows IP to turn off our air conditioning in times of high demand. We have also paid a
premium for solar power from IP for the past several of years in an effort to ensure cleanreliable power for everyone going forward. This year we decided to take the next step and
install a large solar array on the top of our home. We didn't do it to "Make Money" as anyenergy put on the grid only gets you credits against your future bill, but as a way to save
money, and hopefully add stability to the power grid by helping reduce demand. Someday wehope to purchase an electric car as well and want to be neutral and sustainable as possible. My
fear is that any change to the "Net Metering" program will reduce and slow adoption. Ibelieve, short of building a Nuclear power station, that roof top solar is one of the best ways to
help move into the future. By reducing strain on the grid by producing power more locally youreduce the need for transmission lines, additional infrastructure, and maintenance. If properly
planned this may allow the power company to save money, and possibly make money byexporting energy to other markets. I am very concerned about Idaho Power's newly published

arguments Idaho Power has made, it seems to be pretty one sided. There also appears to be adifference in their public support for clean energy, but trying to penalize homeowners who
