REVIEW PHASE OF THE COMPREHENSIVE STUDY OF COSTS AND BENEFITS OF ON-
SITE CUSTOMER GENERATION
Dear Commissioners:
Thank you for the opportunity to submit comments regarding case #IPC-E-22-22, Idaho Power
Company’s Application to Complete the Study Review Phase of the Comprehensive Study of Costs and
Benefits of On-Site Customer Generation. We welcome the opportunity to offer public comment.
The Idaho Organization of Resource Councils is a 501(c)(3) tax exempt nonprofit organization based in
Boise, Idaho with two local chapters representing members in Bannock and Canyon County, Idaho. Our
mission is to empower people to improve the well-being of their communities, sustain family farms and
ranches, transform local food systems, promote clean energy, and advocate for responsible stewardship
of Idaho’s natural resources.
As of the date of this letter, the Idaho Public Utilities Commission has received 66 comments regarding
Idaho Power Company’s VODER study. This tremendous engagement shows the public cares deeply
about the issue of net metering in Idaho. We urge you to develop a robust public engagement strategy
for the upcoming public meeting. Please consider hosting multiple in-person, virtual hybrid comment
sessions in different locations across Idaho Power’s service area at different times of the day/week to
accommodate participation. Perhaps a series of three hybrid meetings, one each in the Treasure Valley,
Magic Valley or Wood River Valley, and the Portneuf River Valley, and one each during regular
business hours, on a weekday evening, and during the weekend. Please consider using a modern virtual
conference software such as Zoom or WebX, in addition to in-person events.
Additionally, due to the length and complex content of the VODER study, we request adequate time to
analyze and respond. Please allow as much time as is possible for the public and non-governmental
organizations to respond.

I’m emailing as a concerned citizen for the public hearing regarding this case. Please hold the
hearing on a weekend afternoon instead of a weekday so that it’s more accessible for people tocontribute their input. This issue matters to many and affects several communities, so I think
it’s only fair that the hearing be made more accessible so people can voice their concerns.Please consider, and thank you.

Dear commissioners,
As an Idaho resident who is affected by the VODER study regarding Idaho Power and solar
energy, I am asking for the public hearing for IPC-E-22-22 to be held on a weekend afternoon.Although in the past public hearings have been held on weekday evenings, this is in direct
conflict with the schedules of working Idahoans. In order to make the public hearing actuallyavailable to the public, it is urgent that this date be changed.
